Response #2:All irrigation conduits shown are existing. No new irrigation conduits will be needed. Attention is directed to section 20-2.01A(1), “Summary”, 20-2.07C(1) “General” and 20-2.07A(1), “Summary” of the Standard Specifications.

Inquiry #3: In the Specifications under Section 20, the contractor is to Replace the paragraphs in section 20-10.02C(4) with:
Irrigation facilities to be removed must be removed and disposed of completely, including all pipe. In order for the Contractor to accomplish the removal of "all pipe", a set of accurate as-builts will need to be issued. Will the Department be issuing an accurate set of as-builts for this project? If NOT, how will the exploratory work to find the pipes be paid if not dimensioned as the plans show?

Response #2:The existing and planned irrigation systems shown on the plans are diagrammatic. Bid as shown. Attention is directed to section 20-2.01A(1), “Summary” of the Standard Specifications. See 20-2.07C(1) for exploratory work to locate the irrigation systems.

Inquiry #4: Based on our site visit some of the existing planted areas has been covered by mulch material. Please clarify if new mulch material can be installed over the existing mulch. If existing mulch removal is required, which bid item would cover the cost of this operation?

Inquiry #5: The Special Provisions Section 20-1.02C forbids the use of pesticides in general.
Q: Is the use of an 'Organic Herbicide' permitted?

Inquiry #6: The Contract Documents require to prepare a 'Storm Water Pollution Control Program' however the only listed BMP's Items are for 'Temporary Drainage Inlet Protection', 'Street Sweeping' and a 'Temporary Concrete Washout'. No items for 'Fiber Rolls' and/or 'Silt Fence'. Is that correct?

Inquiry #7: This is in regards to the Districts answer to Inquiry No 3. The District refers the Contractor to a section in the Standards that does not apply to the situation. Section 20-2.01A(1) is the reason for the initial inquiry, if the system was installed to begin with, diagrammatic then the Contractor has no way of locating the lateral or mainline with out exploratory digging. Section 20-2.07C(1) applies only to Irrigation Conduit (Sleeves/Crossovers) not Mainline or Laterals. Therefore the Districts answer does not explain how the exploratory digging will be paid for. A District answer of "Bid to current Documents" is not sufficient. How will the District be paying for the exploratory digging?

Inquiry #8: In Addendum No 2, Traffic Control and Message Boards have been eliminated. After further review of the site, the District is creating unsafe situations for the Contractor. With the amount of trenching that will be performed at the lower part of the slopes the operator and laborers will be without the proper warning signs and delineators to warn the traveling public of the construction operation "Slow for the Cone Zone". Not to mention the debris from the mulching operation and trenching, how does the Contractor clean the shoulders without the proper warning signs and delineators? Safety MUST be taken into consideration while working in a much busier section of Hwy 99.

Inquiry #9: Per addendum 2, the quantities on various items got reduced. However, the original irrigation plans remain the same and therefore, the quantities.
Please clarify if there are new irrigation plans.
