Inquiry #1: On sheet E-45, at Location 18, conduit run /5 is shown to replace existing work along with two new 5 (T) (E) pull boxes to reserve the soffit fixtures under the Route 198 overcrossing of Phillips St. This seems impossible, as the conduits currently connected to the fixtures appears to be cast into the concrete structure. How are we supposed to install these pull boxes and conduits into an existing concrete structure?

EE9-2 seems to indicate that the existing service equipment should have the locking mechanism called out on EE16-5 installed, while EE16-2 seems to indicate that the existing equipment should be changed to the style described on EE16-1.
