Inquiry #1: We are in the process of applying for a contactors license for a new joint venture entity. CSLB informed us that it could be two to three months to get a license. Although we don’t need a license until award of project, to get a DIR number which is required at bid time we must have the contractors license in place. Can we submit the license numbers and DIR numbers for the joint venture partners in lieu of the JV numbers? We could even supply the license request information. Please advise.

At the same time; your Bids can only be submitted electronically through Bid Express and you need an account with them. To begin the electronic bidding process you will first need to receive a Bidder Identification Number (Bidder ID) from the California Department of Transportation (Caltrans). After you have received your Bidder ID number, you can then establish a Digital ID, and a Bid Express Internet Bidding (Bidx) account. The process of establishing a Digital ID can take 7 days or longer. You will not be able to submit a bid until this process has been completed.
To receive your Bidder ID, submit a letter requesting a Bidder ID to Office Engineer. The letter requesting a Bidder ID number must be on company letterhead, showing the full legal name, phone number, fax number and address of the bidding company, along with an email address to which the Bidder ID number will be sent. The letter can be faxed to Office Engineer at (916)227-6282, or mailed to:

Inquiry #2: Although Summary of Quantities details the exact limits and dimensions of item number 41 Jointed Plain Concrete Pavement, the quantities are significantly under running when using a depth of 0.75’ as shown in the typical cross sections. If the depth of panels was increased to 1.20’ (existing section 0.75’ PCC + 0.45’ CTB), the bid quantity is correct. Please confirm Item 41’s total quantity and the depth of JPCP to be replaced.

Inquiry #3: Spec section 12-4.02C(3)(j) Chart J1 is showing the complete ramp closure chart for all Twisselman ramps. This Chart allows for Ramp closures during evening hours from Sunday evening through Friday morning. Will the State please provide an additional chart showing Twisselman SB on and off ramps to be closed for the duration of stage 2, and an additional chart for Twisselman NB on and off ramps being closed for the duration of stage 3?

Long term stage construction closures (greater than 72 hours) are specified in the contract plans. Short term duration closures (Lane Closures less than 72 hours in duration) are described in the "Closure Charts" of Chapter 12 of the contract specifications.

In addition, the following ramps can handle the capacity needed. As the following ramp is farther away than most, the engineer in the field can request the PCMS be placed as he/she sees fit. The engineer in the field has may request the PCMS be placed prior to the ramp before the closed ramp to give drivers the option of taking the previous ramp if they choose.

Inquiry #5: Final erosion control is only shown in the center median where temporary bypass lanes are proposed. Construction will require significant traveling in the remaining median areas along with other portions of the shoulders. Will the department require the contractor to place final erosion control on these disturbed areas. If yes, will the department compensate the contractor through the applicable bid items?

Inquiry #6: On sheet one of the project plans a stockpile location is shown at PM 87.0. What exactly can this location be used for? Will the contractor be allowed to leave excess base and excavated material there after project completion? Also, what is the size/ area of the stockpile location?

Inquiry #7: Per the “Notice to Bidders” from the special provisions for this project (06-0U4704), the DBE contract goal is 8 percent; however, the Caltrans website advertises this project with a DBE requirement of 11 percent. Please indicate the intended DBE requirement for this project.

Inquiry #8: According to the stage and phasing requirements, with regards to the order of work as indicated in the project plans(sheets SC-1 to SC-17); our preliminary schedule indicates the project will require significantly more than the 200 contract working days.
Will Caltrans consider adding additional days for the completion of the project?

Inquiry #9: Import borrow specifications require material properties to yield an R value greater than 20. We tested the materials onsite and on adjacent lands which yielded R values less than 5, not meeting the project requirements. Can we use materials for import with R values lower then required since these materials will be lime treated?
