Response #2:Per Section 9-1.03 PAYMENT SCOPE of Caltrans Standard specifications 2018: "Payment is: Full compensation for all work involved in each Bid Item shown on the Bid Item List by the unit of measure shown for that Bid Item". In this case, payment is included in the Bid Item 9, HOT MIX ASPHALT (TYPE A).
