Inquiry #6: On pages 212-213 and 539 of the project plans there are (2) conflicting sound wall aesthetics shown that are completely different. On the bottom right hand corner of sheet No. 539 of the project plans it says to use on all the masonry sound walls including the structures. Please clarify which design to use.

The utility plans do not show this station but there are overhead utilities above this location that will not allow this sign structure or it's foundation to be installed. Inquiry #21: Per the Special Provisions 8-1.09 for property incentive/disincentive the completion date provided for Coffee Bean and McDonald’s property is February 28, 2022. Per the Staging plans the work for these properties is part of Stage 3 Phase 4 which is the final stage for the project. Since the project completion date is approximately 1 year after the incentive date will the contractor be allowed to construct Stage 3 Phase 4 out of sequence during Stage 1 Phase 1?

Inquiry #30: The existing Van Ness Bridge vertical clearance is 15'2" and the required falsework opening height is 15'. Even with the shorter section for the bridge widening, with the falling cross slope on the bridge and already minimal clearance, it does not seem that conventional falsework is going to fit. Is it the designers intent to build high and lower the bridge?

Inquiry #32: With regard to Inquiry#15, the response states that the Curtain walls are part of the Structure Concrete Bridge item, but there is a separate bid item listed for the curtain wall concrete. Also, it appears that the exterior girder and the bent caps are poured at the same time as the deck which would require that concrete to be Polymer Fiber concrete since it would be monolithic with the deck pour. (Construction joints are not shown in the drawings.) Please review the Structure Concrete items for this location.

Does this mean that all the trees within the project limits are being removed, not just the dead or dying trees? Either way, the quantity of trees to be removed have not been identified on the project plans. Inquiry #47: On sheet No. 405 of 550, there's a SQFT. quantity error for the masonry sound wall for the SB 405 Crenshaw Blvd Off-Ramp. If you take the provided 2,817 SF and divide it by the length of 260'-0" you come up with a CMU Height = 10'-10". This is not modular for 8" high CMU. The wall must either be corrected 2" lower to 10'-8" or increased 6" higher to 11'-4".

The CMU height of the wall also scaled out to 10'-10" on Bluebeam. Please correct the height and the estimated quantity on page 405.

Inquiry #58: The structural plans for the Masonry Sound Walls have serious contructability issues (See Plan Sheet 439 for example). The vertical "a" bars coming out of the barrier are 8" on center and 6'8" tall. A typical 16" long block has two cells, with one end of the block open and the other end closed. On a standard wall with vertical steel 16" OC the open end of the block goes around the vertical rebar and the closed in cell goes where there is no vertical steel, only one cell has rebar. With vertical rebar 8" OC both cells would contain rebar. The only way to get the rebar into the closed cell is to lift every block 6'8" high to the top of the rebar and thread it down through the cell. This is not practical, safe, or likely even allowed by the Local Unions. We suggest reverting back to the original 2018 Standard Plan dated May 31, 2018.

Inquiry #59: Caltrans, is this going to be your common practice now, delaying bid openings 33 min before bid time and then issuing an addendum to postpone it? You do know that all general contractors all have subcontractor pricing right now. If you were going to delay this, this should of been done the day before. If it's the day of that's too late and the norm should be what Caltrans has always done, "Bid it as you see it".

An awful shame and hopefully something that will not happening agian on future bids. Delaying a job 2 weeks, 30 min before bid openning!

Inquiry #62: Plan page IQ-2 shows Galvanized steel pipe 2 1/2" on pages IP-2 and IP-4. We cannot verify exactly where this pipe is located on the plans. On IP-2 and IP-4, the not shows to extend existing 2 1/2" GSP, this quantity does not match with is shown on the quantity sheet. Furthermore, we cannot tell if the 2 1/2" GSP and 1 1/2" electrical conduit in bridge is existing or new, since the symbol seems to show them as existing.
