Inquiry #1: The existing contour lines on page C-6 (sheet 18) are misaligned. The lines are approximately 3.86’ north and 12.36’ west of the same contours on page C-4 (sheet 16). The contours on C-6 do not match the existing elevations shown in the JPCP Slab Elevations tables on pages C-7 and C-8 or the contour labels shown on the plan as they are drawn but do match when adjusted 3.86’ north and 12.36’ west. Please clarify and/or correct.

Inquiry #3: 14-11.17A - "Management and disposal of regulated asbestos-containing material is change order work."

Is removal of asbestos-containing material considered to be part of "management" and therefore change order work per 14-11.17A ?

14-11.17C - "For bidding purposes, assume asbestos is present in building or structure materials..."

What scope of work is 14-11.17C applicable to since management and removal is considered change order work per 14-11.7A?

Inquiry #4: My question is regarding the preformed thermoplastic pavement marking, the quantity given in the PDQ (sheet # 45) doesn't match what is shown on the plans; (yellow diagonal given in the PDQ is 8,142 SF / what's measured per the plans = 425 SF) & (white diagonal & chevron given in the PDQ = 3,570 SF / what's measured per the plans = 875 SF) is there is a typo error in these numbers or there are another areas we need to install yellow and white diagonals other than what is shown in the plans?

Inquiry #5: Is it the intent to close the on and off ramps in both the southbound and northbound directions long term? Section 10 of the specials do require the southbound side be done prior to the northbound side. The construction area sign plan calls for the ramps to be closed. Are these ramps to be closed indefinitely during the duration of the project per the construction area sign plan? Ramp closure charts J-1 thru J-4 do not allow a ramp closure during the day on weekdays. This is in conflict with the construction area sign plan. We will need to close the on and offramps long term in order to complete the work (i.e. the JPCP work is not designated as rapid set concrete). Please provide clarification.

Inquiry #7: The response provided is in conflict with the NSSP. Your response states, "Per item No. 42 of the NSSP 14-11.17, change order work is only for “The removal and disposal of asbestos not identified in the asbestos survey report is change order work.""

However, The 6th paragraph of 14-11.17 states "Management and disposal of Regulated Asbestos-Containing Material is change order work."

14-11.17C Site Conditions - "For bidding purposes, assume asbestos is present in building or structure materials at the Conejo Truck Inspection Facility."

14-11.17A and 14-11.17C seem to be in conflict with each other. Are we to bid the building work demo assuming all removals are to be performed by an abatement contractor?

Would Caltrans please consider a time extension on this project so we can clarify this matter and bid accurately? Many consultants and contractors have expressed confusion and are refusing to submit bids.

I am doing the plumbing take-off for this project. In the Specs section for the fixtures it gives a description of the fixtures required for the project, however it does not list the model numbers. My Quotes department is requesting model numbers to accurately quote these items.

Inquiry #10: In regards to inquiry no. 5, will any clarification be provided prior to the new bid date? The bid documents are not clear on closuring the weigh station. On past weigh station projects, a shut down period was allowed to provide enough time to build the project.
