Inquiry #1: 1)Due to the time it takes for the procurement of the new signal poles, which exceeds the allowable working days of the project. Will Caltrans issue the NTP after procurement of equipment and material?
2)If the prime contractor holds a C-10 and uses a traffic control sub, who holds a C-31 license to meet the RFP license requirement. Will that meet the Caltrans standard to bid as a prime?

Response #1:
1) A mutually- agreed upon suspension of the project could be considered if the contractor requests a suspension in writing as soon the delay is realized.

2) The Notice to Bidders calls for:
"The Contractor must have either a Class A license or any combination of the following Class C licenses which constitutes a majority of the work: C-10, C-32."

This means that the bidder must have either an "A" license or a combination of C-10 and C-32 licenses.

If the bidder has only a C-10 license they would not be able to cover the majority of the work.

The prime must be able to cover at lest 50% of the work with their own forces.

For this particular project, we determined that the C-10 can only cover 43% of the work.
