Inquiry #3: On Project 08-OR1604 it appears that the Contractor is obtaining import material from the existing median along Route 40 near mile marker +-60. Will the State allow the Contractor on project 08-0R1504 (this project) to obtain import material from the median near mile marker +- 60 or in along any stretch of Route 40 that is part of 08-0R1604.

Response #2:Any changes to the use of existing materials contained within the project limits would need to be cleared by Caltrans Environmental process. Further changes to the grade would require analysis for drainage and storm water specifications. Please see Section 19 under "Earthwork" and Section 4-1.07 under "Value Engineering" of the 2018 Standard Specifications.

Please advise if the material is intended to be Bonded Fiber Matrix, as the rate noted does not follow standard manufacturer rates for Tackifier. If BFM is not permitted, please provide an application rate for Tackifier and confirm if 3,000 LBS/AC is correct application rate for Fiber.

Inquiry #9: The special provisions have a section “87-19 Fiber Optic Cable Systems” and note “The components of a fiber optic system are shown on the project plans” but there are no signs of any fiber optic work on the planset. Please advise.

Response #2:This project makes no reference to Fiber Optic lines. Section 87-19 in the Contract Documents pertains to the "Revised Standard Specifications" (RSS) which represent an amendment to the existing 2018 Standard Specifications and which must be fully incorporated within every contract document.

Inquiry #10: Since the new AB5 bill will affect this project, can you please clarify what the required trucking on/off haul rate for the import will be and confirm that it is not the teamster rate?

That answer is not a valid response. Please go back and make a clear application rate for the hydroseed slurry rate so all of the contractor can bid this item equally. There are too many different "Manufacture's Recommendation" for each material(s).
