Inquiry #4: Page 3 of the Special Provisions states " Material Sources for imported borrow require an imported borrow plan and analytical test results for (1) noncommercial sources and (2) commercial sources outside of the state. The sources require sampling and analysis for pH, lead, and other constituents. See section 19-7 for the specifications." Section 19-7 was not provided. Please provide this spec section.

Inquiry #5: Numerous areas of the center median on I-40 within the project limits contain recycled asphalt material in the shoulder. Will this material have to be removed prior to placing imported borrow? Can it be incorporated into the import borrow? If so, will the testing/grading requirements be the same as for imported borrow?

Response #2:Please see Standard Specifications 2015, Section 19 Earthwork. If an existing material is incorporated in the work , it will need to meet the testing/grading requirements for that material it will be used for.

Inquiry #6: There is a substantial quantity of unsuitable items within the center median shoulder, i.e. tires, trash, plastics, etc. Clearing and grubbing will cause these items to be contained in the duff. Are there any provisions for removal of deleterious materials prior to re-distribution of the Duff to the new shoulder?

Inquiry #7: Special Provisions 12-4.02C(3)(g)Lane Closure Chart no. G2 and chart no. G4 allow for a 96 hour, continuous, single lane closure EB and WB respectively a maximum of 4 times. Can these closures be concurrent for EB and WB? Can the (4) times be used consecutively?

Response #2:Yes, the 96-Hour closures of 1 lane in each direction can be done simultaneously in both directions provided that the allowed hours in the lane requirement charts are followed. Yes, 4 times can be used consecutively.

Inquiry #8: 12-4.02C (1) of the special provisions states “keep the full width of the traveled way open to traffic when no active construction activities are occurring in the traveled way or within 6 feet of the traveled way.” Can this be deemed to mean that a lane/shoulder closure is not required when active construction is occurring beyond 6’ of the traveled way?

Response #2:Lane / Shoulder closure charts are enforced when active construction is occurring beyond 6? of the traveled way. Any activities that effect public traffic may require a lane closure. Please bid per current contract documents.

Inquiry #9: We have contacted the County of San Bernardino and they stated that internal counsel has determined that they will not sell material for this project from their Ludlow pit to a private contractor due to conflict of interest concerns. Is the State working with the County of San Bernardino in regards to making material from the County of San Bernardino's Ludlow pit available for the project?

Response #3:This is a re-advertised project with a bid opening date of July 10, 2018. Modification has been made. The old project is superseded. All the project related information, EBS file, addendum, project plans, etc. are available for download from BidExpress and Caltrans site. Everything associated with the new project is available online.
