Detail "A" on sheet C-81 does not show a cleanout. It shows a cross section of the ditch lining. The profile sheets for these systems say, "Cleanout Grate Type 36R". Please provide a detail for CLEAN-OUT 36R for the storm water treatment systems that is shown on plan and profile pages and confirm that all references to a cleanout shown on Detail A are incorrect.

Per the "Earth Anchor Details" plan sheets for all 25 retaining walls, the grout is to be left at the top of the bonded length until proof testing has been completed. This means that the unbonded length of the drilled hole would need to either be left open or have some means of support left in place in order to comply with this detail. Based on the boring logs and the "expect difficult drilling conditions" list given in the Special Provisions for Section 46, there is the potential for caving of the drilled holes. If caving conditions occur, then a means of temporary support would be required at each individual earth anchor. The constructability of providing this condition is impractical.

Would it be acceptable to modify the detail so the unbonded length of the earth anchor could be encapsulated with smooth Schedule 40 PVC sheathing and the entirety of the drilled hole be grouted? The bonded length would remain with corrugated sheathing encapsulation. This would eliminate the potential for temporary hole support, and still isolate the reinforcing bar from the grout. This method is what is typically employed when utilizing bars for ground anchors. The proposed modification seems to be what was intended to be answered by Inquiry #23.

A second alternative would be to allow for sacrificial earth anchors to be installed and proof tested.

Inquiry #78: Specification Sections 46-4.03A and 49-1.03 state respectively that difficult Earth Anchor and Micropile installation should be expected due to bedrock profile irregularity, shallow bedrock, not rippable bedrock, large cobbles and boulders in soil layer, caving due to presence of cohesionless soils, and seasonal groundwater. The foundation report states that bedrock elevations may vary up to several feet in some locations, and that underlying fill material may contain large cobbles and boulders, although none were encountered in the borings.

It is our understanding of the plans and specifications that, although the Contractor shall be prepared for and propose equipment capable of installation in the difficult drilling conditions above, the Contractor shall bid with the assumption that subsurface conditions are consistent with stratigraphy shown on applicable boring logs. Inquiry #79: Note 1 on all “Earth Anchor Details” plan sheets applies to both production Earth Anchors and Verification Earth Anchors and states: “Bonded length shall be determined by Contractor based on test results and shall not be less than 10ft.” The foundation report and associated boring logs show highly variable subsurface soil materials and bedrock profile irregularity. Specification Section 46-4.03A states: “The lengthening of test earth anchors is change order work.” and “The lengthening or addition of production earth anchors is change order work.”

Since the Contractor cannot reasonably determine the Earth Anchor bond lengths at bid time without the test results and the actual soil materials on which the bond lengths will ultimately be based, it is our understanding of the plans and specifications that the Contractor shall assume and bid 10ft bond lengths for all Earth Anchors, and that if lengthening of the bond length is required to comply with the specified acceptance criteria, said lengthening will be paid as change order work. Please confirm that the above understanding is correct or clarify otherwise.

Inquiry #84: Per Special Provision Section 53-3.03, 1st paragraph, "Lay out the strata lines by applying high-visibility paint to the shotcrete wall face to illustrate the primary and secondary strata line patterns shown". In the 5th paragraph, it states "The strata lines must be authorized before placing the reinforcing steel for the shotcrete wall and before placing the sculpted shotcrete".

These two statements as given above contradict each other. As the details pertaining to the sculpted shotcrete do not show doweling or reinforcing, it seems that the intent is for the sculpted portion of the wall to be placed concurrently with the structural shotcrete. This would therefore mean that the painting of the strata lines would be performed on the cut of the native material. We do realize that there is additional language in this special provision which indicates constructing the structural shotcrete first and the sculpted shotcrete last (surface preparation, etc); however, due to the lack of connection detailing between the structural section and the sculpted section, this is not constructable.

If the intent of the Owner is to have the contractor place the structural shotcrete first and place the sculpted shotcrete at a later date, doweling and additional reinforcing would be required, and due to the relatively thin cross section (3" maximum relief) cracking and spalling would be highly likely.

As shown on contract plans, the only constructable method to provide a sculpted shotcrete finish would be to sculpt the walls concurrently with the placement of the structural shotcrete. Please confirm if this is the intended operation.

Inquiry #88: The states response to inquiry #73 needs further clarification. The Replace Asphalt Surfacing and HMA Leveling is to be completed prior to stage 4 to avoid drops offs. This paving will finish flush with the new widening performed in stage 1,2 and 3. This work will need to be performed in 55 hour closures to allow time for k-rail to be moved and the extensive leveling and R@R work to be completed so that the lanes can be safely opened to traffic. Please clarify and advise if the state will allow more than the specified 10, 55 hour closures.

Stage 4 is to be done in 55 hour closures per the contract staging and traffic handling plans. The states response to Q2 Inquiry 73 states that the Detail C .40 COLD PLANE may or may not be required. The layout sheets and x sheets show this detail for the existing travel way throughout the project. Please clarify that the Detail C will be required as shown in the contract documents and clarify the state's response to Q2 Inquiry 73. If there is a plan change as described above please issue an addendum addressing said changes and update the quantities for cold plane and HMA TYPE A.

A. Yes the State will permit additional closures during construction.

Inquiry #89: Due to the complexity of the scope of work coupled with the tight area and poor access on this narrow roadway the 10 55 hour weekend closures are not sufficient to complete the project. The night time closure window and reversing control windows do not allow adequate access to the work were K- rail will need to be shifted and paving conducted prior to opening lanes safely to traffic. Will the state consider increasing the number of 55 hour closures? Please advise.

Inquiry #90: There are some areas of existing pavement which show fills and cuts needed between the existing contour elevations and design contour elevations that will not be achievable with a .4' max mill or .4 leveling course in some areas. How will these grade differences be fixed?
