The Monitoring Report schedule is stated as weekly, but this is done on CalTrans jobs with daily monitoring, as well.

Inquiry #5: Inquiry #2 addressed an issue to Caltrans where the quantity of Minor Concrete Bid item #41 is overstated by +/- 75 percent. The response of "Please bid per current contract documents." is irresponsible and should to be addressed prior to the bid date.

Response #2:An independent check was performed of all the Minor Concrete (Curb, Sidewalk and Curb Ramp) bid item quantity related to the approximate 119 curb ramps. Based on the measurement, the review resulted in an additional 99 CY or, 3% increase in quantity in comparison to the quantity sheet.

In regards to the retaining curbs, they are located on the back of sidewalk, adjacent to the directional ramps and adjacent to the rock blanket. The minor concrete quantity for the retaining curb quantity is calculated assuming an average of 6" wide curb and 10" high (4" sidewalk/ramp thickness + 6" above sidewalk/ramp) irrespective of taper. Please bid per current contract documents.

Inquiry #6: In Special Provisions Section 14-6.03A, line 5 (Contract page 29), it states that temporary Desert Tortoise fencing may be installed by the Biologist. If the CSB proposes to install temporary Desert Tortoise fence, is the CSB required to have Union affiliation and/or a contractor license number?

Response #2:The CSB does not need to be in a union or licensed to do the Temporary Tortoise Fence. However, it will be assumed that the CSB is working under the Prime's license if installing temp Tortoise Fencing.

A. Existing curb ramps are being reconstructed to latest standards, any work involving minor excavation/grading as per site condition will be factored into the payment of items related to that work.

Inquiry #8: The response to Inquiry #3 Addendum 2 note that Tapered Edge is not a separate pay item does not address the question posed.

The project calls for cold plane and overlay of the existing pavement. In order to install the Tapered Edge the contractor will be required to excavate 1' beyond the edge of the existing pavement. How will the contractor be compensated for the required Roadway Excavation?

Furthermore the standard plans for pavement edge treatments do not address installing a tapered edge on a cold plane and overlay. Please clarify.

Response #2: For construction of the tapered edge please refer to Standard Plan P75 and the 2018 Standard Specifications under Section 39-2.01C(5) Pavement Edge Treatments.

- As per Std Plan P75, for Cold Plane overlay of 0.20' the Tapered Edge is Case C. Refer to table A and use Case C.
- Note #4 states, Grade existing ground to place tapered edge, 1' min. width.
- Also as per Specs 39-2.01C(5), grade the areas to receive the tapered edge as required and use the same type of HMA used for the adjacent lane or shoulder.

For cold plane overlay, the ground is just required to be graded as per the above notes and 'Roadway Excavation' is not required for this minimal quantity.

Inquiry #9: 12-4.02C(9)(a)(iv) states flaggers that are part of a traffic control system must be certified by an authorized flagger training provider. The authorized flagger training provider list is available at the Department's Division of Construction website.
Information on the Caltrans Authorized Safety Training Courses website (https://dot.ca.gov/programs/construction/safety-traffic/safety-training-courses) does not provide viable options for bidding contractors to have personal trained by an authorized training program(s) that meet the contract requirements.
Please advise how to proceed as it is not possible to responsibly bid the traffic control items in a manner that would meet the specification or to estimate the costs associated with meeting the requirements if viable training options are available in the future.

Inquiry #16: There are more than 100 ADA ramps. However there are only 33 ea of pre/post survey for item#43. Please clarify for the bid quantity.

Response #1:The proposed curb ramps, that are designed in compliance with Caltrans conservative ADA standards (e.g. max 7.5% slope), permit a degree of construction tolerance, and do not require pre/post construction surveys. Of the total curb ramps, there are 33 curb ramps that are designed per Federal ADA standards (e.g. max 8.33% slope) due to site constraints. Given the reduced presence of construction tolerances and the need to conform to dimension and slope standards, pre/post construction surveys are required for these.
