Response #2:For this project the State will not need to provide an inertial profile (IP) run. The special provisions under Sections 30, 36, 39 & 92 are written for the Contractor to hit a target of 60. There is no percent improvement allowed for CIR. Please bid per current contract documents.

Inquiry #5: For the Bid Item #26 in Contract # 08-1F13U4, will Caltrans allow the successful bidder to utilize Terminal Blend Rubber Binder for the RHMA-G material as an alternative to the Asphalt Rubber Binder in Section 39-2.03A(4)(e)(ii) of 2018 Caltrans Standard Specifications?

Inquiry #6: In regards to the required Pavement Edge Treatment (PET) in areas receiving CIR, please provide a detail showing how this PET is to be constructed. If standard plan details are to be used, please indicate which case detail is to be used, as no standard plan details indicate use with a CIR treatment.

If a tapered edge is required (per Case C of the standard plans), please indicate the total thickness of the tapered edge required, and how will the additional excavation and subgrade preparation required beyond EP be paid to allow for placement of the tapered edge? And what material should be used for this tapered edge? Generally, CIR does not perform well when placed as a taper due to the 1” maximum nominal aggregate sizing.

Inquiry #7: On page 40 of the Special Provisions, 30-5.02H states Grade SS1h or Grade CSS1h for the Asphaltic emulsion. Conversely on page 45 section 30-5.03E references applying asphaltic emulsion and sand cover under section 37-2.03 which requires a polymer modified asphaltic emulsion and aggregate to be used. Please clarify which is the correct asphaltic emulsion.

Conversely on page 45 section 30-5.03E states that sand must comply with section 37-2.03 which is a chip seal specification and contains no information regarding sand. A. The Non Standard Special Provisions for CIR may reference inaccurate sections, as they were written at least five years ago, using the old standard specifications. Section 37-2.03 should be Section 37-4.03. The CIR nSSPs are in the process of being reviewed and revised.

.20' COLD PLANE AC PAVEMENT

The Target Pay Adjustment for this area is 75 in per mile MRI.
CIR is not placed in these areas. Please provide the departments IP Smoothness data for these areas. This information is critical to determine the smoothness of the existing roadway for bidding.
