Inquiry #11: 2018 Standard Plan P8, note 3 states that a side form is to be used when RSC replacements are adjacent to asphalt concrete. There is asphalt concrete pavement adjacent to all Lane 1 panel replacements on this project. However Standard Specification 41-9.03E(2) states that tack coat is to be applied between a concrete/HMA joint. Which is correct?

If side forms are required, how is the removal and replacement of existing base and HMA paid for to allow for the room to place side forms?
