Inquiry #14: Per project sheet no. 243 (‘Washington St OC’ Sheet 4 of 40), the shading for “Special Bridge Removal” does not cover existing piles @ Bent 2. Note 4 does not specifically require removal of any of the existing piles, however, the details on the plan page show some of the existing piles to be in conflict with the proposed CIDH and footings @ Bent 2. Please provide further information regarding the following:
1) Please clarify the required minimum O.C. spacing between proposed CIDH and existing piles.

Inquiry #19: The working days for the project appear to be insufficient to perform the work required. Since the total working days includes the plant establishment work, all planting must be complete by 230 WD. The planting work area is shown in Stage 2. Compounding the duration of critical path work is the multiple stages and the restriction on fabrication of the precast piles until the dynamic monitoring of production piles. This could consume up to 30 WD per stage of the 230 WD. A realistic baseline schedule could never be produced to meet the 480 WDs as required prior to beginning construction. Please increase the working days to a more realistic value.

Upon review of Sheet U-1 it appears that a 14" water line (COC-W) exists in roughly this position. That sheet notes the 14" Water Line shown (COC-W) is to be relocated by others.

1) Please verify the position and location of the 48" Water Line outlined in Section 5-1.36 of the Special Provisions that will not be rearranged.

2) Please provide details of the water relocation by others as it does not seem to be addressed in Section 5-1.36C(3).

3) Please verify that the 48" Waterline will not be in conflict with the Washington St. OC Bridge Construction.

Inquiry #49: Notice to Bidders requires that the project be completed including plant establishment within 480 Days.

The majority of the planting on this project occurs in Stage 2, which would require all construction through stage 2 to be completed prior to begining plant establishment.

With a plant establishment period of 250 working days, the schedule would require that all construction through Stage 2 be completed within 230 Days. Due to several issues with pile procurement, bridge cure, and various Traffic Switches required by the Staging, It does not appear that the State has provided enough time in the Contract to complete the work.

Please verify that it is the State's intent to include Plant Establishment within the 480 working days.

If it is not the intent, please provide adequate time to complete the project.

Inquiry #52: Inquiry #14 requests additional information as it relates to existing CIDH Piles.

Not enough information exists in order to accurately price the removal of the existing piles. We request that the State provide the following information:

1) The required minimum spacing between Proposed Piles and Existing Piles (what will be required to be removed), or specify which piles are to be removed.
2) The type and strength of the existing piles. The Foundation report states that the as-built bridge set (1958) contains CIDH piles, and further goes on to state that the Bridge Inspection Report notes driven piles. There is a conflict within that document and no further information exists within the Contract Documents.

At this time with the existing information contained in the Contract Documents, the work cannot be accurately priced. Please consider providing provide additional information so that the work can be priced or changing the method of payment to Change Order Work if proper information cannot be provided prior to bid.
