Inquiry #2: Could Caltrans please confirm that no Natural Resource Protection Plan (NRPP) is required for this project. There is no NRPP bid item listed, however, there are two instances where it is referenced in the Special Provisions. See below:

Replace the 2nd and 3rd paragraphs of section 14-6.03D(1) with:
The Contractor-supplied biologist must implement monitoring and reporting requirements described in the natural resources protection plan.

Add after the 1st sentence of the 3rd paragraph of section 14-6.03D(2):
Allow 15 days for review.

Inquiry #3: What size rock is to be used for the temporary construction roadway?
Std Detail T67 does not indicate size.

Inquiry #4: In regards to items 30 and 31 "Temporary Desert Tortoise Fence" and "Desert Tortoise Fence" are these items separated because one is defined as temporary and the other is a permanent installation?

Response #2: "Temporary Desert Tortoise Fence" (TDTF) is to be installed as shown on plans with input from the Engineer and the Biologist before construction begins.

"Desert Tortoise Fence" (DTF) is to be installed as directed by the Engineer and Biologist after the end of construction along adjacent R/W fence. Desert Tortoise Fence consists of repurposed TDTF and additional new DTF.

A. Use Type I entrance. Material will be as described in the 2018 Standard Specifications under Section 13-7.03B Materials.

Inquiry #7: Per Project Special Provisions, Section 14-6.03D(1) states the following regarding pre-construction survey reports to be submitted by the CSB: "Survey the job site for regulated species and submit a preconstruction survey report within 24 days before starting work."
As the CSB is required to complete Desert Tortoise and rare plant surveys no more than 7-days prior to the start of ground-breaking activities, is it acceptable to submit the pre-construction survey report immediately following completion of these surveys (i.e. within 1 week of starting ground-breaking activities)?
