Inquiry #2: Bid Item 172 Remove Painted Traffic Stripe appears to be for removal of the existing striping; however, there is 563,000 LF of Temporary striping being installed for bid item 12. Does bid items 12 include both the temporary striping & removal of the striping as part of this bid item? or should bid item 172 have an adjustment in the amount from current bid quantity of 447,000 LF to 1,010,000 LF to compensate for removal of bid item 12?

Inquiry #3: Bid Item 12 Temporary Traffic Stripe (Paint), plan sheets 453 through 459 calls out 2 coat for a grand total of 444,555 LF. the only 2-coat paint bid item is item # 170 Paint Traffic Stripe (2-coat) which is in the amount of 136,000 LF. Question 1: are the plan sheets 453-459 incorrectly calling out 2-coat? Question 2: should item 12 be deleted and all quantities placed under bid item 170 to match plan sheets 453 through 459?

Response #1:The bridge was designed to accommodate Material Hauling Equipment (MHE) vehicles as specified on Contract Plan sheet 641 of 654, "GENERAL NOTES".

Please note that the "MATERTIALS HAULING EQUIPMENT LOADING" and "MATERIALS HAULING VEHICLE" details are specific to this project only.

The Contractor's proposed equipment must comply with the loading diagram, load limits , and chart shown on Contract Plan Sheet 641 of 654, "GENERAL NOTES". No track mounted equipment is permitted on the bridge. No more than one (1) MHE vehicle is allowed on the bridge at a time and must be confined to the center of the bridge as shown in the "TYPICAL SECTION" detail shown on Contract Plan Sheet 640 of 654, "GENERAL PLAN", and confined to the permissible limits using K rail or some other type of rigid traffic channelizing device. The Contractor shall provide the Engineer with the proposed MHE vehicle data for review & approval prior to being permitted on the bridge.

Response #1:All environmental permits applicable to construction of the Los Angeles Aqueduct Bridge, Bridge No. 48-0076, have been included in the Information Handout. Permits are not required from the City of Los Angeles, Department of Water and Power, for access and construction of the bridges. All conditions and requirements for construction have been included in the bidding documents. The contractor is required to maintain access to the LA Aqueduct at all times. Additional requirements for the contractor to construct the East and West Aqueduct Roads prior to beginning bridge construction and to notify the Engineer at least 10 days in advance of beginning work on the bridges will be included in Addendum 2 to be issued September 30, 2021.

Inquiry #15: Regarding the integral colored Structural Concrete and the integral colored Precast Girders
The plans page 641 and the special provisions Section Division VI Structures Section 51-1.01A lists the Color as Color NO. 37769 of AMS-STD-595. This federal standard light tan is extremely light in color and and can only be achieved buy using a more costly White Pigment cement Powder VS Standard Grey. Is this the intent?

Are all the girders to be colored or just the outer girders?

Inquiry #17: RFI #3 : Reference to drawing sheets 641& 648 and special provision 51-1.01A (page 72). Integrally colored concreter with Color # 37769, AMS-STD-595 has been called out for the girders. Achieving this exact color is not possible with Type II or Type III grey cement as approved by Caltrans, for Prestressed girder concrete mix design.
Please verify and inform us on further instructions in this regard?

Inquiry #18: Would Caltrans consider product substitution for this project from Methyl Methacrylate Paint Traffic Stripe and Pavement Marking to Paint (2-Coat), Thermoplastic or Tape for Traffic Stripe and Pavement Markings? Contractors capable of installing this product are limited resulting in an unfair bidding advantage against those who do not have a truck for MMA Paint Stripe. In addition, in districts where Methyl Methacrylate Paint has been installed failure issues are extremely common and there are more reliable products available.

Inquiry #19: Addendum 3 allows for the use of EWNV thermoplastic to be installed in lieu of the Methyl Methacrylate. Will Caltrans also allow for the use either the Two-Component paint as well as the EWNV Thermoplastic? As this product tends to be more durable than thermoplastic and is used in Caltrans district 3 in varies mountain passes in lieu of the MMA. Also Caltrans recently switched 08-0K1224 from MMA to the two-component paint prior to bid. Also both Caltrans contract 08-1G5204 Near Adelanto & Caltrans 08-1H8304 Pinon Hills both are bidding with Two-component paint. thank you for your consideration and timely response.
