Inquiry #2: The project special provisions require treatment of the HMA aggregates with lime and allows for the use of up to 25% with an added upper limit on the dry strength and a virgin binder grade reduction. The upper limit on the dry strength for HMA containing more than 25% RAP is removed for other counties where the HMA aggregates require lime treatment, why would Kern County in District 9 be an exception?
