Inquiry #3: There are three areas shown on the top Typical Cross Section sheet X-1, which show Cold Plane AC Pvmnt 0.35' and place 0.6'HMA-A. How does this Cold Plane get paid? The Cold Plane quantity on sheet Q-1 appears to only reflect conform limits shown on sheet C-1. Please clarify.

Inquiry #4: Will the contractor be a requirement to have Authorized Desert Tortoise Biologists (ADTBs) or Desert Tortoise Monitors (DTMs) on-site to monitor construction activities? Or will Caltrans monitor construction for the Desert Tortoise?

Response #1:No, the Contractor Supplied Biologist (CSB) does not have to be an Authorized Tortoise Biologists (ADTBs) Desert Tortoise Monitors (DTMs). Caltrans will not monitor construction for the Desert Tortoise. Per Special Provision 14-6.03D(1), the CSB must have the experience that complies with the requirements in the table. The CSB must conduct surveys and training and implement buffers for species protection as required in Special Provision 14-6.03A. Daily, full time monitoring/reporting is required for Nesting Birds within the time frames indicated in Special Provision 14-6.03A and 14-6.03D(1).
