Inquiry #1: On sheet Nos. 115 & 116, the CMU aesthetic details are shown along with a "Segment Chart". The segment chart says the following:

EW-TW2-TW1-TW2-TW1-TW2-TW1-TW2-TW1-BW

The layouts and sheet SW-1 & SW-2 are drawn from the freeway side looking towards the residence, south to north, with beginning and end wall notation, while the "Segment Chart" looks like its drawn incorrectly, from behind the wall looking out towards the freeway, going north to south.

Please confirm, following the layout stationing, that the correct "Segment Chart" should be the following (from the freeway side towards residence, south to north):

Inquiry #2: Caltrans has recently required the contractor to grind 4' of the existing concrete pavement adjacent to the new CRCP lane. This grind allows for the construction of a new CRCP lane that will meet smoothness requirements. Will Caltrans add a bid item and quantity for this grinding activity?

Inquiry #3: Hello:

On sheet No. 117 of the project plans, the CMU Color Table is provided and it lists AMS-STD-595 colors as reference. Does the state want to match another contract's already installed colors in Livingston. On contract No. 10-0Q1214, (2) masonry sound walls we're installed at Hammatt Ave. on-ramp with the exact same patter and design. Does the state want to match those installed masonry CMU colors as a referee sample?

Inquiry #4: Per the Project Special Provisions, Section 14-6.03A Nesting bird surveys will be conducted "prior to any construction-related activities occurring during the migratory bird nesting season", Roosting Bat surveys will be conducted "prior to any construction-related activities occurring on structures during the bat roosting season", and Regulated species surveys will be conducted "prior to any construction-related activities". Exactly how many days prior should these surveys be conducted?

Inquiry #5: The Project Special Provisions do not outline a monitoring schedule or frequency. What is the monitoring frequency that CalTrans is expecting for this project? Half days, full day, daily, weekly, etc.?

Response #2:The contractor is to provide that information to Caltrans in the Natural Resources Preservation Program(NRPP) for review and approval. The duration and frequency need to be sufficient to comply with 14-6.03A Species Protection.

Compliance with Species Protection Measures for birds and raptors is dependent on time of year for necessity of pre-con surveys or risk of detecting nests during the nesting season. Duration of monitoring requirements are dependent on results of surveys. Contractor should provide a bird management plan in the NRPP based on the schedule and location of the proposed construction activities. Refer to Addendum No. 2, dated February 18, 2022.

Inquiry #6: The typical cross section for Remove Edge Drain Facility Outside Shoulder on Sheet X-4 shows the edge drain to be removed at ES but is drawn at the ETW. Which is correct? The Layout sheets show significantly more quantity of removal on both the inside and outside shoulder than the typical cross section call-outs on sheet X-4. Will Caltrans provide a bid item for this so the contractor can bid and be compensated for the correct quantity?

Inquiry #7: Please clarify if a sawcut will be required on the existing PCC before installation of the Isolation Joint at the existing ETW? If a saw cut is required where will the saw cut be in relation to the existing ETW? If a saw cut is required please increase the roadway excavation, ASB, HMA and CRCP quantities due to the saw cut.

Addendum #1 changed Note #2 on Plan Sheets 3 & 4 to the identical stations and 6ft. heavy steel posts at half spacing. Are the stations on L-4 incorrect for that sheet? Are these two runs still to be paid under Item #121?

Inquiry #9: ITEM #123, DOUBLE THRIE BEAM BARRIER & ITEM #132, RECONSTRUCT DOUBLE THRIE BEAM BARRIER:
Special Provisions 83-11.02F dictates that new posts, blocks and Hardware are to be used to reconstruct Double TBB. The TBB Quantity Chart bottom of Q-2 indicates that the last three runs are to be Reconstructed. The MGS Quantity Chart top of Q-2 indicates that these same runs are to be new Double TBB. Layout sheets L-7,8,12 & 13 show removal of existing Double TBB along the SB median shoulder, and construction of new Double TBB crossing the median.
What is correct?

Inquiry #10: In response to inquiry 5 and monitoring requirements for this project. The contractor has no way to determine how many days of monitoring to include in their bid without a NRPP provided prior to bid date. Please provide the contractor with a plan or a unit price bid item, by the hour, for Contractor Supplied Biologist. It might be possible for Caltrans to use the existing project in the northbound direction as a basis for your budget.

Inquiry #12: Section 39-2.02B(3) of the project special provisions states "The grade of asphalt binder for Type A HMA must be PG 64-28M and PG70-10". However, on plan sheet SC-1, section C-C shows 0.60 ' HMA (Type A) (PG 64-10). Are there three different types of asphalt binder to be used on this project or two?

Inquiry #16: Edge drain shown to be removed on the outside shoulder is called out to be backfilled with Minor Concrete. Section 39-3.04A of the project special provisions requires pavement on the outside shoulder to be cold planned and covered with HMA in the same shift. To complete the removal of edge drain, the contractor will be required to cold plane .15', remove a 0.60' section of HMA, remove the edge drain, pour minor concrete, pave back 0.60' HMA over the minor concrete, then pave the .15' section with PG 64-28M HMA. All this work will need to be completed in an 8 hour Lane Closure per Chart No G2. It seems that the only way to complete the edge drain removal is to change the Minor Concrete to a Rapid Set Concrete (RSC). How else can we excavate, pour minor concrete, wait for the concrete to set, then pave HMA over the top and open the lane back up to traffic? Will the state consider changing the Minor Concrete Backfill to Rapid Set Concrete?

Inquiry #17: Utility plans U-3, U-4, U-5, and U-11 show there being a 3" conduit in the 8" welded steel pipe to be installed. Is this 3" conduit for the control and neutral conductor wires? Please advise.

Inquiry #18: Good Afternoon,

The Removal and Install of Type CL-6 Fence is a bit confusing. On plan sheet L-8 and L-12, there is a note that states: Remove Fence (32')/ Chain Link Fence Type CL-6 (16').

I just want to confirm and verify that there is 32 LF of fence to be removed on both sides of the bridge (Total of 64 LF of fence to be remove). But would only need 16 LF of fence on both sides of the bridge to be installed (total of 32 LF of fence to be installed)?

Response #2:The remove fence quantity should be 32’ on each side of the two bridges to work on widening the two structures. Once the two structures have been widened we will need only to install 16’ on each side for a total of 32’.

Inquiry #19: On page 56 of the special provisions it seems to indicate that Caltrans wants a prime coat. But there is no bid item for prime coat. Is the contractor required to apply prime coat? And should it be included in the HMA bid item??

Inquiry #20: Caltrans is calling out a Terminal Joint Type G where new 1' thick CRCP joins the existing pavement. The detail for the Terminal Type G requires a MR2" compression seal, that the manufacturer requires a saw depth of between 6.25" to 6.75" which will cut into the dowel. Will Caltrans consider a Type A sealant with the same Movement Rating that won't require destroying the dowel and thus making the load transfer at these locations non functional?

The current bid reads as requesting the CSB to conduct preconstruction surveys and provide annual and final monitoring reports, but does not outline a monitoring schedule. What is required of the CSB?
