Inquiry #1: The posting date for this project is 8/5/19, and the bid date is 8/28/19. This is less than 30 days for DBE advertising to achieve the 11% DBE participation goal. Does Caltrans believe this is enough time? Also, is there a prebid meeting? Isn't a prebid meeting partially intended to achieve the Good Faith Effort?

Response #1:For a contract this size and scope, we consider the duration between the bid advertised date and bid closing date to be reasonable. In this contract, given the value of the contract and the number of bid items, it was determined a pre-bid meeting was not required.
Nonetheless, attending pre-bid meetings is one part of the overall good faith effort determination; it does not outweigh other efforts.

Inquiry #2: I submitted this inquiry on 8/6/19 and received a reply from Caltrans acknowledging the receipt of it at 1:50 p.m. Why has it not posted? Below is the inquiry again.

Inquiry #3: Bid Item 17 Check & Test Existing Irrigation Facilities, but there is no bid item for Operate Existing Irrigation facilities, do we bid them together? and there is no bid item for Maintain Existing Planted Areas.

An addendum is being considered Refer to Addendum No. 2, dated August 23, 2019 for "Operate Existing Irrigation Facilities".
Reference Question -"Maintain Existing Planted Areas"; there are no plants where the trenching will take place, therefore this item is not needed.
