Inquiry #1: Bid item 96 - 560218 Furnish Sign Structure - sheet SD-3 (110 of 251) shows the overhead sign structure but doesn't call out if a walkway is required on this sign structure or not. Please review and clarify if a walkway is required (Caltrans issued directives have been removing them on most jobs but not all).

Inquiry #2: There are two items for Radar Speed Feedback Signs (Item #11 . There is no information in the plans regarding were they are used and which pay item. Can Caltrans furnish more information on locations and how each item is being paid for?

Response #2:Attention is directed to section 12-4.02C(12) "Construction Work Zone Speed Limit Reduction" of the special provisions. The speed feedback signs can be paid as Traffic Control System.

Portable Radar Speed feedback Sign System is used when there is a lane or shoulder closure, or both, during the work shift. For example, closing the lane or shoulder to setup Temporary Railing (Type K). After the work shift, the Portable Radar Speed feedback Sign System needs to be removed from the jobsite or turned off, covering the signs of the radar.

Temporary Radar Speed feedback Sign System is 24/7. It is used when there is a long term closure of a lane or shoulder. For example, after the Temporary Railing (Type K) is installed on either lane or shoulder, that changes the existing roadway condition. The Temporary Radar Speed feedback Sign System needs to be turned on 24/7 until the lane or shoulder is returned to the existing condition. Must comply with Temporary electrical system in section 87-20.

Inquiry #4: The irrigation sprinkler schedule table on ISS-1 is missing information on risers and pop-up height and material. It is also calling for galvanized (Galv) pop-ups which to my knowledge don't exist. Was the "Galv" supposed to be under riser material?

Inquiry #5: Inquiry is regarding Items #11 and #17 which both represent the radar signs on the project.

Current Provisions Read and Follows:
“12-4.02C(12)(d) Payment
For construction work zone speed limit reduction for 24 hours a day, 7 days a week, signs are paid for as construction area signs, PCMS is paid for as portable changeable message sign, temporary radar speed feedback sign is paid for as temporary radar speed feedback sign system, and portable radar speed feedback sign is paid for as portable radar speed feedback sign systems. Covering and removing covers of existing speed limit signs are included in the price paid for construction area signs.

For construction work zone speed limit reduction only during lane closures, signs are included in the bid item for traffic control system, PCMS is paid for as portable changeable message sign, and portable radar speed feedback sign is paid for as portable radar speed feedback sign systems. Covering and uncovering existing speed limit signs for each lane closure are included in the price paid for traffic control system.”

1. With regards to Radar Signs the language above does NOT clarify how the item gets measured i.e., EA day, EA time placed…etc. Can the provisions please be revised to include how signs will be measured for payment?

Response #2:The galvanized steel pipe is for the connection and transition between the meter and the backflow preventer to the irrigation main line. The standard plan detail H7 illustrates the location for its use. In regards to the salvaged irrigation items, refer to note 3 on IR-1 and the section 15-1.03c of the contract documents.

Is there a difference between when Motorist Information Plans MI-1 and MI-2 can be used?

Response #2:Attention is directed to special provisions section 77-2 Water Main, section 77-4, 48” Water Manhole and Standard Specifications section 9-1.03C. Payment clause under section 9-1.03C states "1. Full compensation for all work involved in each bid item shown on the Bid Item List by the unit of measure shown for that bid item". Please bid per MI plans. Many Construction Area Signs installed on MI-1 will be utilized on MI-2. On MI-2, there may be additional signs or removed signs from MI-1.

Inquiry #13: Sheet 220 of 251 indicates that Spread Footings of the UPRR Bridge are to be removed. Removal of footings will require encroachment into the travel lanes and require expensive shoring. Can the contractor elect to leave the spread footings in place and simply demolish the bents?

Inquiry #14: Typically Caltrans provides with the Roadway/Earthwork Quantities a breakout for Roadway Excavation and Embankment (N) - (NOT A SEPARATE BID ITEM).

This bid set is missing the the Embankment Quantities breakdown/analysis.

Can Embankment by Cubic Yards (N) please be provided to the contractors in order account for all the areas on the project that get embankment fills?

According to response we will be placing 280 ea systems. Bid item quantity seems to be overstated. Please kindly review and clarify.
