Inquiry #1: Locations 19 & 20 appear to be in a Freeze-Thaw area and may be exposed to deicing chemicals, however the special provisions does not indicate this. Will the concrete barrier transitions at locations 19 & 20 be required to adhere to the standard specifications regarding Freeze-Thaw areas and exposure to deicing chemicals?

Inquiry #2: With the project spread over 60 miles why is it only allowed to have 1 stationary on-way-reversing traffic control lane closure at a time. There looks to be plenty of room to spread out closures on the project in order to try and complete the project on time.

Please revise section 12-4.02C(7)(b) to allow 2 stationary closures at a time.

Inquiry #3: Specs state that all locations are required to have 24 HR a day 7 day a week Construction Work Zone Speed Limit Reductions. Bid Item 16 only has a quantity of 25. Please provide the locations for these systems as it looks like multiple locations may be covered by one set of Temporary Radar Speed Feedback Sign Systems at a time.

Response #2:The location for Construction work Load Speed Limit reduction is specified under section 12-4.02C(12)(a). The bid quantities are per direction and not location. Some locations have both EB and WB directions.

Inquiry #4: Special Provision Section 14-11.14 Treated Wood Waste states that we must haul the TWW to one of 4 landfills. Currently there are 50 plus landfills that have variances that allow accepting Treated Wood Waste. Is it still required for the contractors to haul to one of these 4 landfills?

Response #2:Yes. The Department has not received a “Large Quantity Generator/ Transporter Variance” from the Department of Toxic Substances Control for Contract 10-1C3604. As required by Section 14-11.14, treated wood waste must be disposed of at either 1) Clean Harbors, Buttonwillow, California 2) US Ecology, Beatty, Nevada 3) US Ecology, Grandview, Idaho or 4) Chemical Waste Management of the Northwest, Arlington, Oregon.

Inquiry #5: Spec Section 12-4.02C(10)(c) Construction states that we must provide 2 PCMST's, one for each direction of travel. However the Bid Item only covers 150 each. Do contractors get paid by the day for the 2 PCMST's? Or do contractors get paid for the 2 each used each work day?
