Response #2:You are advised to look at the Traffic Handling Plan sheets “TH-1” to “TH-23”, Traffic Handling Details sheet “THD-1” and Traffic Handling Quantities sheet “THQ-1” for placement of Temp Barrier System. If not shown on those plan sheets then it was determined that the work could be completed within one work shift under one-way reversing traffic control. Please refer to Special Provisions Section 12 for the appropriate Lane Closure Charts. Please place your bid in accordance with the current contract documents.

Inquiry #3: Section 12-4.02C(7)(b) states that Not more than 1 Stationary closure is allowed in each direction of travel at one time.

With this project spread over such a great distance why can't it be allowed to have at least 2 closures in each direction at a time with a minimum of 5 miles or more between closures?

Inquiry #4: Regarding Item #12 Temporary Barrier. The only locations that item should be used is at the bridge ends to protect those work areas during the course of the transition wall construction. On standard guardrail runs there is not enough shoulder width to allow equipment behind the barrier to have room to work. For example, assuming a shoulder width of 8' and setting the temporary barrier 2' inside the fog line as the traffic handling details show and subtracting another 2' for the width of the barrier there would only be a 4' wide work area. That is the best-case scenario, some areas on the project only have 4' to 6' wide shoulders. The only way this would work is to move the barrier out to centerline at the beginning of each shift and back to the shoulder at the end of shift. Is it Cal Trans intent to require the contractor to perform the work this way? If so, the cost will go up exponentially due to the decrease in production and the additional resources required to accomplish this operation.

Response #2:Temporary Barrier System, as shown on Traffic Handling Plan sheets TH-1 to TH-23, Traffic Handling Details sheet THD-1 and Traffic Handling Quantities sheet THQ-1, has been indicated for construction work that could not be completed within one work shift under one-way reversing traffic control. If the contractor can remove the existing guardrail, grade for vegetation control & re-install the new guardrail in the same shift, then Temporary Barrier System is not required. When the existing guardrail is removed, the embankment slope or fixed object requires temporary shielding until new guardrail installation is complete. Construction access alongside the temporary barrier can be achieved using one-way reversing traffic control.
