Inquiry #4: ITEM #11, CONCRETE BARRIER-TRANSITION:
Please forgive the nature of this inquiry, but what is the purpose & expense of this project? Plans call for removal and replacement of (17) locations of relatively new Transition Concrete Barrier at median bridge approaches. Most of these locations appear to be in very good condition. However, it is the old End Blocks on the bridge wingwalls are spalling and in poor shape.

Plan sheet #8 states “Retrofit End Block (Varies)”. The only work shown there is to cut through the existing #6 slip dowels. Is this the only work on the decrepit Bridge Railing End Blocks?

Plan sheets #8, 9 & 10 do not show an existing Type 60 Barrier End Anchor (A76B) to be removed. Are there existing Barrier End Anchors to be removed?

Details shown on sheets #8, 9 & 10 call for “Sawcut and remove 3” min. wide X 2” min. deep AC/PCC and replace with Rapid setting concrete” on both the median and traffic sides of the existing Transitions. Presumably, this is to avoid spalling of the AC/PCC. Is it really the intent of the Engineer to cut & remove sections of the PCC Approach Slabs?

Plan sheets #1, 3, 4 & 8 indicate that there is work on Stockton Channel Viaduct, Br.No.29-0176L. Plan sheet #6 only shows work on Br.No.29-176R. What is correct?

As state in a previous Bid Inquiry, Barrier Transition details on sheets 8, 9 & 10 do not show any new rebar. Is rebar required in the new construction?

Response #2:Correct, the existing Barrier Transitions are relatively new and appear to be in good condition. However, they need to be replaced to satisfy current safety standards. Regardless of how the existing End Blocks on the wingwalls appear, please bid on the what the plans show.

"Retrofit End Blocks (Varies)" is merely a description of what is there. The word "retrofit" is an adjective in this case, not a verb requiring action. And yes, that is the only work required at those locations, to cut through the existing doweling and provide a 1" gap filled with polystyrene.

Retain existing reinforcement from the Concrete Barrier Type 60 to connect with new Transitions. No existing end anchors are present.

Yes, cutting into the edge of the existing approach slab on the roadway side is fine.

There is no work on Bridge #29-0176L. It is only shown as a matter of reference.

As answered in a previous bidder inquiry, there is rebar in the new Concrete Barrier Transitions as shown in A76A and A76B. Reinforcement is never shown on contract plans when a reference is made to our Standard Plans.

Inquiry #5: ITEM #10, CONCRETE BARRIER-REPAIR:
Plan sheets #6 & 11 call for repair of the Crash Cushion Backup Block at the NB Pershing Avenue off-ramp. There is no damage as detailed on sheet #11 at the existing location in the field. Is this the correct location?

Inquiry #6: Regarding Section 6-1.06 of the special provisions. This appears this is aimed at the material suppliers but Cal Trans is requiring information that the contractor would have no way of knowing or controlling if they did. None of the information this appears to be asking for is readily available to a contractor. We have contacted several suppliers and they are as confused by this as we are. Is this intended to be an additional submittal similar to a CMO that would typically be supplied by the steel supplier? If so, shouldn't the registering party be the supplier instead of the contractor?
Additionally, if Cal Trans is expecting the contractor to hire or sub contract another company to develop this information should there be a bid item associated with the work?

Response #1:Section 6-1.06A, "General," of the special provisions states that the Department collects existing environmental product declarations. Section 6-1.06C, "Submittals," of the special provisions provides the procedure for submitting available environmental product declarations.

Where existing environmental product declarations for the facility-specific material or product do not presently exist, there is no requirement for development at this time.
