Inquiry #1: On Page 27 Section 39-2.01C it says the contractor is allowed seven days to pave after pre-paving corrections. This is also after the grinding, correct. Otherwise how would contractor complete digouts? Or is it Caltrans's intention to sacrifice the top portion of the digout during grinding operation?

Response #2:Section39-2.01C(3)(e) applies to existing asphalt concrete surfaces if Segment Correction is shown in the Bid Item List.” Since this is a mill and fill, this section of the SSP is not applicable for this project.

Typical Cross Section Sheet X-1 (Sheet 2 of the Project Plans) shows a detail for “Replace Asphalt Concrete Surfacing (Digout Locations)”. Since digouts are anticipated to be the first order of work, yes, it is The Department’s intention to sacrifice the top portion (0.15’) of the digout during the eventual griding operation before the fill of 0.15’ HMA (Type A) as shown on the plans. Therefore, the payment of the digout work was covered under the bid item for “REPLACE ASPHALT CONCRETE SURFACING”. See quantity table on Plan Sheet Q-3 for additional information. Quantities for “Cold Plane AC Pavement” & “HMA (Type A) were provided for the Contractor’s information, but not included as a separate bid item.

The Caltrans 2018 SSP Section 39-3.04 COLD PLANING ASPHALT CONCRETE PAVEMENT, General Section 39-3.04A paragraph 3 states: “Schedule cold planing activities such that the pavement is cold planed, the HMA is placed, and the area is opened to traffic during the same work shift.” This is also applicable to the “Digout Locations. Refer to Addendum No. 1, dated February 23, 2022.

Inquiry #2: WILL THE AUTOMATED FLAGGER ASSISTANCE DEVICES, ITEM 8 BE REQUIRED TO BE USED WITH THE ADDITIONAL FLAGGERS REQUIRED AT THE TWO LOCATIONS SHOWN ON PAGE 16 OF THE SPECIAL PROVISIONS OR WILL THEY ONLY BE REQUIRED TO BE USED WITH THE PRIMARY MAINLINE FLAGGERS?

Response #2:This project will require:
•1 Automated Flagger Assistance Device(AFAD) at each end of the mainline lane closure on Route 33 + primary mainline flaggers.
•1 AFAD at Vera Cruz Drive + 2 additional flaggers (per Section 12-4.02C(9)(c)(i) and Lane Closure Chart Number K1 of the Special Provisions).
•1 AFAD at Centinella Drive + 2 additional flaggers (per Section 12-4.02C(9)(c)(i) and Lane Closure Chart Number K1 of the Special Provisions).

AFADs must be used on two-lane conventional highways for controlling a single lane of traffic approaching the work area (see CA MUTCD) that will have:
1.Short-term Stationary lane closures
2.Intermediate-term Stationary lane closures

AFADs must not be used for:
1.Moving Closures
2.Short duration closures
3.Long-term stationary lane closures.

At least two (2) certified flaggers must be present and available when AFADs are in operation.
