Inquiry #2: In paragraph 2 of Section 19-7.02A of the Special Provisions, items 4 and 5 state that obtaining import borrow for additive item 1 is inclusive of screening and washing material if necessary to remove fines and reach SE. However, there are no gradations, SE or expansion index values given to indicate what specification needs to be met to comply. Please advise.

Inquiry #4: Bid item 66 - 560218 Furnish Sign Structure (Truss) - Are walkways required on the new structures? It appears walkways are getting removed from existing structures on this project however sign OS7-1 (SD-11) does call out for a new walkway but signs OS6-1, OS5-2 & OS5-1 (SD-8 to SD-10) do not call out if walkways are required or not?

Response #2:Route 11, at Siempre Viva Rd Overcrossing (OC), is currently being built on a separate contract. It will be completed prior to beginning construction of the Siempre Viva Rd OC shown on 11-056374. Additionally, Siempre Viva Rd, to the east and west of this OC, is not yet built, nor is it intended to be built until after 11-056374 is completed. For falsework openings, please refer to Addendum #3, dated January 13, 2021.

Inquiry #6: Addendum #1 states that TWW is to be disposed at a CA disposal site operating under a DTSC permit. We have heard that DTSC has issued a letter stating their intention to issue a variance allowing for Treated Wood Waste Material to continue to be managed pursuant to the alternative management standards and continue allowing it to be disposed of in composite lined landfills.
Will this variance change the requirements for disposal of TWW specified in Addendum #1?

Inquiry #7: Per plan sheets DD-11 & DD-12 the single box culvert along “BOXC” stationing is 1,300 LF (STA 10+00 to 23+00). Per the note on plan sheet DP-14 (including the revised plan sheet issued in Addendum 1), the single box culvert has a length = 1,476.52’ which seems to be more closely correlated with the CY quantity of Bid Item 56. Please clarify if the length of the single box culvert is per “BOXC” stationing or the note on plan sheet DP-14.

Inquiry #9: SSP 19-7.02A states that obtaining imported borrow includes, "4. Screening and wasting from 30-60 percent of the finer material" and "5. Washing materials so that the imported borrow complies with the sand equivalent requirements". There are no import borrow material quality requirements specified except for material within finished grade must have an R-Value of at least 5. Please clarify if there are any other quality requirements for imported borrow material aside from R-Value for material placed within 4' of finished grade.

Additionally, does the imported borrow material need to come from a SMARA plant?

Inquiry #12: - Erosion Control Legend plan/ ECL-1 shows installation of Compost Sock - 8" diameter on slopes and 12" diameter at toes of slopes, but some of Erosion Control plans still show Compost Sock on flat areas and cannot verify toes of slope locations. Inquiry #17: Bid item #79 is Concrete (Slope Protection). Per Sheet DQ-5, Concrete (Slope Protection) is quantified for areas of Concrete Ditch (System 7 Unit a and System 9 Unit e). Per DD-4, the drainage ditches are called out as either Earthen Ditch or Concrete (Ditch Lining). Is Bid Item #79 mislabeled and should read Concrete (Ditch Lining) instead?

Inquiry #23: The response to inquiry #4 (Bid item 66) is not clear - please clarify if walkways are required for signs OS6-1, OS5-2 & OS5-1 (SD-8 to SD-10). The contract drawings do not call out either way if walkways are required or not. Caltrans is in a transition phase moving away from walkways so it needs to be clear if they are intended to have them or not.

Response #2:Only signs that require a walkway, will state “with walkway”, as shown on plan sheet SD-11 for OS7-1. The detail sheets for the other signs mentioned in this inquiry do not say “with walkway”, therefore, do not require it. Please bid per current contract documents.
