Inquiry #22: Reference is made to the Spec section 19-7.02C of Special Provision. It says that Imported borrow placed within top 4 feet of the finished grade must have a R-value of at least 25. Please clarify if this applies to the Final Surface for the whole project site or only applies to the areas (subgrade) underneath the pavement sections. The quantity difference between these two are relatively high and this clarification will help the bidders in terms of getting a suitable import source and get relatively accurate pricing.
