Inquiry #3: 1. Caltrans’ past and current policy for HMA production in Imperial County’s desert area climatic zone is JMF design for air voids, both acceptance and design, at 5 percent +/- 1.5. Please advise if an addendum will be issued concerning air voids for HMA mixes changing the current specified air voids of 4 percent to 5 percent. This would be applicable for both the HMA Type A and RHMA-G mixes.

2. Additionally, special provisions Section 39-2.03B(a), page 80, specifies asphalt binder for RHMA-G must be PG 64-16. The Imperial County climatic zone in the desert area for PG grade designation is grade PG 70-10. Over at least the past 5 years, all RHMA-G mixes specified for the desert area of Imperial County utilized PG 70-10 as the base stock binder. Please clarify if this change will be made by issuance of an addendum.

Inquiry #10: There are existing power lines and an existing 18" water line on the south side of the project site that are shown to be relocated by others per Plan Sheet U-2. There is no mention of when the utilities will be relocated, or how long the utility relocates will take to complete in the Special Provisions or Plans. The utilities are located in the area of Abutment 1, which is the first area of work for construction of the project. Will the utilities be relocated prior to contract award?
