Inquiry #3: Bid Item 28 "Hot Mix Asphalt - Type A" includes the HMA-A (Miscellaneous Areas) to be placed at the Curb Ramp locations. Does this material simply have to follow Standard Specification Section 39-2.01B(11) Miscellaneous Areas and Dikes, or is this material also intended to be the Large Stone Matrix mix?

Response #2:Temporary striping quantities are summarized on Sheet Q-7. They are higher than permanent striping quantities, since temporary striping can be applied after the HOT MIX ASPHALT (TYPE A) (LARGE STONE MATRIX) and also after the RUBBERIZED HOT MIX ASPHALT (GAP GRADED). Refer to Revised Standard Specifications Section 12-6.03. Temporary striping should match existing striping, except that current standards apply.

Inquiry #6: We request review and consideration to modify Section 12-4.02C(7)(b) where it states that the maximum allowable closure length for one way reversing control is 0.25' miles. This restriction will create more starts and stops of the paving operation of .15' RHMA surface course effecting the ability to achieve smoothness.

Inquiry #8: Bid item 50 only addresses 7 Adjust manhole frame and cover (Utility). During site visit, more than 200 manholes, utility vaults, water valve cans, gas valve cans etc were identified in the roadway excavation and pavement areas. Under what bid item(s) will work to address these utilities be quantities and paid under?

Response #2:The existing manholes are to be protected in place per Standard Specifications Sections 5-1.36, 7-1.05, and 7-1.06 . The new pavement is to be placed back to existing profile elevations. The 7 Adjust Manhole Frame and Cover locations are for the manholes located in sidewalks and curb ramps that will have different final grade elevations. Please refer to RSS Section 78-23.

Inquiry #10: Reference question and answer provided in Inquiry #4.
The special provisions, section 39-2.01A(4)(i)(iii)(C) Acceptance Criteria using Percent Improvement apply to this project as the existing 0.6' of HMA will be removed via cold planing and installation of the Large Stone Matrix in the same shift of work. The PROVal data of the existing road is needed to evaluate the pre-bid smoothness condition of all of the areas to received new HMA/RHMA in accordance with Section 36 of the Special Provisions. Upon the start of construction, the Contractor will then follow Section 36 of the specifications to obtain its own PROVal data to compare to the Prebid PRPVal data provided by Caltrans.

Please provide this data, both westbound and eastbound for all traveled lanes as it is a requirement of the contract and is needed to bid the project accurately.

Inquiry #13: In the list of Bid Items, there is no line item for Plant Establishment Work. On page 1, Notice to Bidders, there is no Plant Establishment working days.
On page 53 under Division 3, Earth Work and Landscape, it states: "... plants including transplanted trees have been satisfactorily maintained for at least 21 days after planting."
Is the 21 day referenced here, the Plant Establishment time period for Bid Item #25: SOD?

Inquiry #14: Some of the curb ramp locations call for RSC to be utilized for the sidewalk to be reconstructed. The same locations are able to be closed for 4-6 days per Section 12 of the Special Provisions. Why is rapid set concrete needed when the ramps are able to be closed for multiple days per the specifications? We recommend that the sidewalk in these locations be changed to normal concrete.

Inquiry #15: Contract documents show the existing structural sections throughout the entire project a to be [A] 0.60’ HMA over 0.65’ AB. It is very unlikely that there is this uniformity in the existing structural sections, however there in no information provided in the contract documents or visible through job site examination to determine otherwise. Please confirm all situations in which existing structural sections are encountered differing from what is shown on the plans will be treated as differing site conditions and adjustments in time and payment will be made.

Response #2:Anticipate deviations in the existing HMA section equal to the tolerances for AB specified under section 26-1.03E of the Standard Specifications. Any other variations in the thickness of the existing HMA does not necessarily constitute a different site condition. Promptly notify the Engineer of any perceived different site condition encountered during construction as specified in Section 4-1.06 of the Standard Specifications.

Inquiry #16: The existing structural section shows .60’ of HMA over .65’ AB and Typical Section 3 requires the existing pavement to be replaced with .45’ HMA-A (Large Stone Matrix) and .15’ RHMA-G over the existing AB. Under item 21, Roadway Excavation(Section 19-2 Roadway Excavation includes Section 19-5.03B Relative Compaction(95 Percent)). Assuming Caltrans will require and perform daily compaction testing and acceptance of existing AB, please provide the time frame Caltrans will require to perform testing and return results during the production shift as lanes can not remain closed and paving operations can not begin until the State accepts the compaction of the AB. Due to the limited work windows and lack of staging ( k-rail ) all removals, grading, compaction and paving must be conducted in the same work shift prior to opening the lanes to traffic. An accurate time frame for the state's testing must be provided to allow the bidding contractors to estimate daily productions.

Inquiry #17: To follow up on bidders inquiry 15 and 16, the classification of the removal Item as Roadway Excavation seems incorrect. This work would be better represented as Cold Plane Asphalt Concrete Pavement or Replace AC Surfacing due to the lack of staging (k-rail) and the fact that the deign shows .60' of existing ac removal and replacement. Please clarify the intent of labeling this work as Roadway Excavation.
