Inquiry #2: PL-1 Plant Legend calls for slow release fertilizer application 4 LBS/1,000 SF during plant establishment period and Special Provisions section 20-4.03C specifies that Apply slow-release fertilizer to the plants during the 1st week of April, July and September of each year. Does the mean 4 LBS/1,000 SF slow release fertilizer should be applied at each time in April, July and September?

Inquiry #5: The quantity for bid item 10 temp railing (type k) appears overstated. Please note the following two issues:
a) K-Rail along Line "D2" is shown to occur from STA 131+00 to STA 132+60 (160LF) on both sides of the ramp on plan sheet TH-6, however, the 'Traffic Handling Quantities' table on plan sheet THQ-1 lists the end stationing as 136+40 for both runs. This in turn has caused the LF to be listed incorrectly as 540 LF for both runs.
b) The 'Traffic Handling Quantities' table on plan sheet THQ-1 lists k-rail occurring from STA 124+00 to 129+40 along the "D2" Line on plans TH-5 and TH-6. Plan sheets TH-5 and TH-6 do not show any k-rail occurring on the "D2" Line at this stationing.

Will the Traffic Handling sheets be revised to reflect the stations shown on THQ-1? Or will the quantity for bid item 10 be revised to 13,000 LF?

Inquiry #6: In reference to the Water Distribution Systems ~
1)A supplier for the 10" and 14" conduit, spacers and end seals for the 6" and 8" water distribution systems noted that the conduit sizes (10" & 14" ) would need to be upsized to 12" and 16" [respectively] to accept the OD of the casing/conduit spacers shown on the plans.
1A) In addition, we have contacted directional drilling subs that will be quoting the 10" & 14" lines. If the 10"and 14" lines aren't feasible, the directional drillers will need to be noticed as soon as possible so the accurate conduit sizes as are considered in our quote
1B) The suppliers of the drilled conduits have asked if the 'purple' pipe requirement applies to the [casing] conduits as well as the distribution lines
1C) The detail for the pull boxes on the Distribution line is void of dimensions (please see sheet C-1 for reference). Please provide dimensions for the Pull Box shown on sheet C-1 of 141, for the distribution line.

Inquiry #7: Based on the Q-Sheets it appears that majority of the Roadway Excavation quantity is for the 6" & 8" RWDL's. Generally, excavation, laying of the pipe, and backfilling pays for in the pipe items measured by the linear foot. Please confirm that all trench excavation for the RWDL's will be measured and paid for by the CY in the Roadway Excavation bid item. Additionally, the Sand Bedding get paid for in a specific bid item, under what bid item does the remaining backfill get paid?

Response: – Trench excavation for RWDLs have been measured and included for payment in the Roadway Excavation items, as reflected in the Bid Item List, and shown on plan sheet Q-1.

2-Additionally, the Sand Bedding get paid for in a specific bid item, under what bid item does the remaining backfill get paid?

Response: – Backfill beyond Sand Bedding is accounted for under Embankment, which is not a separate pay item, as shown on plan sheet Q-1.

Inquiry #8: Construction Details C-2 says that RWDL conduit shall be installed by directional boring method. From our previous experience, directional boring creates a lot of mud puddling problem and it is difficult to go through rocky soils with such a big size pipe as 12" or 16".
Can jack & bore method be allowed to be used with steel pipes?

Inquiry #9: The plan E-2 call for Type 3-CF Enclosure, but the Table A description calls for BF. Only the 480V part is metered, 240V is un-metered. A dual meter could be accomplished for a 240/480V equipment. The norm we see on this type of specs is as a single meter. Please verify the conflicting information.

Inquiry #10: Is AWWA C-900 Fusible PVC (FPVC) pipe an acceptable alternative to the casing crossings, like previous CalTrans projects? The Dimension Ratio (DR) sizing can be matched to meet or exceed the Schedule sizing requirements. The fused joint gasket-less system has a comparably smaller outer diameter since there is no bell, and can meet the initial requirements of 6" PVC inside 10" PVC casing, and 8" PVC inside 14" PVC casing without needing the upsized conduit per Addenda #4.

Supportive documentation and existing CalTrans project list can be provided.

Inquiry #12: Per irrigation removal plans, it appears that some of the existing irrigation components are remaining in place and contractor needs to cut and cap the lateral lines connected to those components only. However none of these components and lateral lines will be connected to new irrigation system. Confirm that this project contractor is not responsible to operate or perform check and and test for these remaining items.

Inquiry #16: New plant materials will be added and planted within the existing landscape areas. Confirm that this project contractor to maintain new planting areas only and weed removal, watering and other requirements for the exiting landscape areas shown on this project plans is not part of this project contractor responsibilities. Regarding the same concern, also confirm that clearing and grubbing and roadside clearing is only required for new construction areas.

Inquiry #17: Please confirm if bid item for water service charges includes payment of water usage throughout construction and maintenance period. If this is the case, we recommend that a new bid item is added with an allowance for water usage with a fixed price so all bidders are bidding it equally. It is not practical to come up with exact water usage fee.
