Inquiry #1: We request clarification on the RSU specifications primarily centered around the lack of defined requirements surrounding C-V2X and/or 5G "technology." We can provide a C-V2X solution, but either because of FCC regulations, current stage of standards and validation of standards, or lack of final "release-ready" electronics hardware - we cannot guarantee a suitable product life-cycle for any solution that includes C-V2X and/or 5G "technology."

1. Please provide more definition for the "Cellular, 5G capable, >6 GHz" requirement on page 80, similar to the DSRC definition provided on page 77. For example, we are not aware of any commercial, or industrial, 5G solutions >6GHz currently available on the market.

2. Please provide further clarification around the use of C-V2X and/or 5G because we are also not aware of the FCC authorization or licensing availability for the use of C-V2X or 5G, for transportation applications on the infrastructure. Our solution can provide a C-V2X module for R&D use in a very limited FCC approved experimental location. As of today, we do not believe that the FCC will approve the use of C-V2X in 20+ roadside locations.

3. Please clarify the RSU's cellular communication requirement as described on page 80. It is ambiguous to us as to the specific cellular capabilities that are required.

4. The list of federal specifications and standards that are listed on page 80 do not include any cellular standards, including 5G or C-V2X. Please clarify what is needed.

5. DSRC minimum communication range is specified in the standards as 300m, not 1/2 mile as stated on page 80. Please clarify what is needed.

6. The requirement on page 83 for the RSU to have "green indication" is unclear. For example, we follow the DSRC RSU Specifications Version 4.1 standard, which requires the use of three LED power status indicators: Off - No Power; Blinking Green - Device Start-Up; Solid Green - Device Operational; Amber - Firmware Update In Progress; Red-Fault. Please clarify the requirement.

7. Specifying a generic Linux OS is an unnecessary restriction unless it also includes the requirement of an SDK with the build environment and all necessary libraries/source code to enable writing third-party applications for execution on the RSU. Please clarify this requirement.

8. Please clarify why certain manufacturers product brochures were included in the informational handout and not others.

Inquiry #2: Current project plans for electrical provide sheets for locations 1 to 26. Cal Trans provided some information on electrical tables and electrical quantities for locations 27-40. Will Cal Trans provide electrical plan sheets for locations 27-40? It would be necessary to provide an accurate bid.
