Response #2:The Revised Standard Specifications (RSS) are applicable to the 2018 edition of the Standard Specifications. The RSS, starting on page 54 in the Notice To Bidders and Special Provisions, make reference section 80-4.02B(1) or 80-4.02B(2). The Special Provisions do not make reference to section 80-4.02B(1) or 80-4.02B(2). Please bid per the current contract documents.

Inquiry #5: We intend to use CE700 Hyrbrid Polymer Concrete as manufactured by FasTrac CE700 HPC as an equal to Kwik Bond concrete overlay approved by Caltrans as a sole source. There will be no primer or methacrylate underlayment since it is not required by the manufacturer. If a primer is necessary, we will be using FasTrac CE700 HPC neat liquid which is 100% compatible with FasTrac CE700 HPC overlay system. Please let us know if that is acceptable.

Inquiry #6: Regarding CALTRANS State spec section 60-3.04B Specification for Placing Polyester Concrete overlays on bridge decks…. language as follows:

Placing Polyester concrete overlay includes placing a prime coat of methacrylate resin to the bridge deck before placing the polyester concrete overlay

This specification was written around Kwik-Bond as the sole source specification. The prime coat of methacrylate resin is compatible with Kwik-Bond polyester concrete overlay because it must use the high molecular weight methacrylate prime coat of methacrylate to bond the Polyester Concrete to the substrate material or, it will not adhere.

The FasTrac Hybrid Polymer Concrete CE700 HPC is an equal product to Kwik-Bond overlays, and does not require a primer and, is intended to; (1) provide a waterproofing and protective cover to prevent the intrusion of deicing salts into the deck and corroding the rebar, (2) repair deteriorated deck surfaces, and (3) protect the deck and provide a smoother riding surface …..without the need to use a primer to bond the material to the deck surfaces. HPC will provide equal-performance to the polyester without the need of primer.

If the primer is an important element for Caltrans design then the primer coat which is 100% compatible with CE700 HPC, is the CE700 neat resin to pre-treat cracks.

To date: there are 7 Hybrid Polymer Concrete Overlays projects in-place for Caltrans (Including 2 Bridges completed recently for District 11) demonstrating the performance of HPC without a primer application. The oldest is approaching 4 years since placement and has gone through 4 seasons and/or very high daily traffic counts…. placed in District 7 on the I-405 bridge approach slabs.



We request removing the requirement of applying and then removing methacrylate primer prior to placing CE700 HPC… which was added erroneously when our request for an equal product per the Public Contract Code was previously approved . The fact that the methacrylate is not compatible with our product, and it is putting us out of competition, because we are required to perform an unnecessary and costly application, and then removal of this incompatible product.

Requiring the methacrylate application prior to placing the CE700 HPC, gives Kwik-Bond an edge over our product and, which will continue to maintain them as a sole source for the polyester concrete overlays in the State of California .

We request that Caltrans consider our product as an equal product as mandated by the Public Contract Code …since we have already gone thru all the Caltrans testing required and have successfully passed for District 11.

Inquiry #7: In regards to inquires #5 and #6, Kwikbond Polymers is not a sole source supplier of Polyester Concrete. There are more than one option that meets the Polyester concrete specification requirements. All contractors should bid per plans and specifications.

Inquiry #8: Also in regards to the most recent Bidder Inquiries, Kwikbond Polymers is definitely not a sole source supplier for the spec'd out Polyester Concrete. There are other options on the market to choose from.
