Inquiry #1: There appears to be a glitch or a corruption in the files for the project plans. The files downloaded just fine but once opened, scrolling from page to page takes minutes. Please review.

Response #1:Please use the newer version of Adobe Acrobat DC to open the plan sheets. We tested the plan sheets files with the previous version of Adobe Acrobat X1 and we had the same problem.

Adobe strongly recommends that you update to the latest versions of Adobe Acrobat DC and Adobe Acrobat Reader DC and they no longer provide technical support for older versions. Thanks

Inquiry #2: On pg 78 of the specification under section 58-5 for "Sound Walls" it states:"The Acrylite Soundstop Masonry Sound Wall System must be obtained from the North America Distributor: Armtec, 8270 Greensboro Drive, McLean, VA 22102, telephone (866) 801-0999 or (860) 873- 1737, or Evonik Cyro LLC, 299 Jefferson Rd, Parsippany, NJ 07054, telephone (207) 490-4313."


Along with Armtec, Superior Transparent Noise Barriers is an authorized distributor of the Evonik Acrylite Soundstop Masonry Sound Wall System. We respectfully request Superior Transparent Noise Barriers, LLC, 220 Golfview Road, Ardmore, PA 19003, telephone (203) 715-5050 be added as an additional source of supply. Superior will meet all requirements of 58-5 and pricing will be same or lower then stated in the specification.

Additional information such as proof of Evonik Distributorship is available on request. Superior is also supplying this same system on Caltrans project 11-2T2604.

Inquiry #3: Reference Retaining Wall No.711 shown on plan sheets 323 and 324 of 756. The retaining wall footing encroaches beyond the TCE which will require removal and replacement of a portion of the existing parking lot. Please review.

Response #2:Retaining Wall No. 711 is a private property retaining wall that will be constructed by the project. Based on the 2015 standard plan sheet B3-4B for Type 5 Retaining Wall Case 2, retaining wall footing will be within the TCE. Portion of the existing parking lot will need to be removed and replaced as part of the Retaining Wall No. 711 construction.

Inquiry #4: In the project plans, are SW Nos. 692 & 706 to use the same CMU aesthetics as listed on Sheet No. 607? Also, is the CMU cap block shown on that page to be a precision (smooth) or split-face 2" cap? What CMU aesthetic / texture type is be used for SW No. 717, which also includes Acrylic panels in between? Does SW No. 717 also have a cap block?

There's also SW Quantity errors on the following walls: (some were errors, others didn't include the 2" cap height in the "H".)

- SW NO. 692 = 294 L.F. X 9'-6" (w/ 2" cap) = 2,793 SQFT. (ENG EST SHOWS 2,743 SQFT.)
- SW NO. 706 = 177.33 L.F. X 9'-6" (w/ 2" cap) = 1,685 SQFT. (ENG EST SHOWS 1,568 SQFT.)
- SW NO. 717 = Scaled Bluebeam take-off of CMU area w/ 2" cap = 735 SQFT. (ENG EST SHOWS 697 SQFT.)
- BREA OH = ADJ. CMU Height = 9'-6 (w/ 2" cap) = 2,214 SQFT. (ENG EST SHOWS 2,175 SQFT.)
- RW NO. 697 = 1,095 L.F. X 5'-6" (w/ 2" cap) = 6,023 SQFT. (ENG EST SHOWS 5,347 SQFT.)
- RW NO. 698 = 895 L.F. X 9'-6" (w/ 2" cap) = 8,503 SQFT. (ENG EST SHOWS 8,143 SQFT.)

Inquiry #9: Reference page 55 of the project Special Provision, Section 19 Earthwork, 1st paragraph which states, in part, "Where temporary shoring is shown to be abandoned in place at Retaining Wall 697...". There does not appear to be any shoring shown to be abandoned with these project plans. Is there existing shoring present that was used to construct the existing Type 1 retaining wall from the past project? Are there as-builts available that show the existing Type 1 retaining wall (on piles)?

Inquiry #12: Per Spec 6-1.06 This project will be subject to the Buy Clean California Act. What specifically are you requesting bidders to submit to meet this requirement? Guidelines have yet to be set by the state and the deadline for the guidelines is January 1, 2021. See attached Bill. In addition the link in the spec https://dime.dot.ca.gov/ is to” DIME is a web application developed by the California Department of Transportation, Materials Engineering & Testing Services (METS) to allow material testing laboratories the ability to easily submit sample information and test data to Caltrans' database via the internet.” The site does not provide information on what information or forms to submit related the Buy Clean California Act.

Inquiry #17: There appears to be a discrepancy in the quantities for HMA type A .
The summary of quantities sheet Q-3 shows 3,157.8 tons of HMA Detail 6 at "NB MAINLINE / NB ON-RAMP" but on layout sheet 4 within that same area the only section 6 paving is a MVP and a gore that are already accounted for on the same quantity sheet.
