Inquiry #1: Is it the State's intent that the work be performed for anchor blocks, concrete barrier, mbgr, drainage systems, etc day time hours or night time hours ?
If the intent is to work day time, there is not enough work area for equipment and concrete deliveries or trucks behind the temporary k-rail to perform the work. Adjacent lane closures are necessary.
If the intent is to work at night however, the allowable lane closure hours per chart is very short to perform any productive work.

Also, there are no charts for camp closures.
Example: There is no chart for Barranca Parkway on-ramp which must be closed to place k-rail.
