Inquiry #2: Bid Item #81 is for RHMA Open Graded Bonded Wearing Course. But there is no bid item for Bonded Wearing Course Asphaltic Emulsion. Can the State please ass a bid items and quantity to pay for the Bonded Wearing Course Emulsion needed on this project.

Inquiry #3: Per the Erosion Control Legend (ECL-1), under the Fiber Rolls table..."In EC Type 1 Areas, Fiber Rools must be installed after BFM" by "Type 1 Installation". Please reconsider sequencing of the Fiber Rolls installation before Compost and Bonded Fiber Matrix (SQFT) to avoid digging furrows per "Type 1 Installation" of Fiber Rolls through the EC Type 1 areas already seeded with Bonded Fiber Matrix (SQFT). This will avoid adversely impacting the EC Type 1 areas after the Bonded Fiber Matrix (SQFT) is in place.

Inquiry #4: Section 71-3.08B(1) included in addendum 1 requires minimum CIPP thicknesses of 0.7 inch at location 24.96, and .3 inch at locations 25.18 and 26.85. This equates to minimum thicknesses of 17.78mm for a 18" culvert, and 7.62mm for 42" and 48" culverts. CIPP thickness requirements typically increase with pipe diameter and depth. Are these minimum thicknesses accurate?

Inquiry #5: The CIPP lining specification section 71-3.08B(1) published in Addendum No. 1 says that for the 18" culvert at location 24.96, the minimum wall thickness for the CIPP is 0.7 inches or the minimum thickness shown in the authorized installation plan, whichever is greater. This will require the CIPP installed in the 18" diameter pipe to be, at a minimum, at least 17.78mm thick, which is too thick for this diameter of CIPP and will likely be impossible to install. This minimum thickness requirement for location 24.96 needs to be reduced to something more feasible for installation in 18" diameter pipe, like 0.3 inches.

Inquiry #8: Sheet C-20 shows the retaining wall stationing equals to 510.57'.
Sheet C-21 gives a L=505' but when you add up the individual sections it equals 763.5'
Please confirm which is correct as this is a final pay item.

Inquiry #9: There is a clear conflict in the current contract documents between the Typical Cross Sections and the Typical Cross Sections for Replace AC Surfacing.
Based on the current contract documents there is no where on the project that calls for only a 0.1' CPACP.
Please bid per current contract documents is not an acceptable answer when the current contract documents do not provide enough information to provide an accurate bid.

Inquiry #10: On sheets X - 1 thru X - 3 the cross sections for routes 299 & 273 call for a cpacp at depth of 0.2' & 0.3'. On Sheet X - 3 the "replace ac surfacing" detail shows the cpacp at a depth of 0.1'. This is conflicting with the cross sections for routs 299 & 273, is it Caltrans intention for the contractor to cpacp at a depth of 0.1' for routes 299 & 273 then perform the replace ac surfacing at a depth of 0.33' and then perform cpacp at a depth of 0.2' & 0.3' therefore leaving 0.13' to 0.03' of the new asphalt installed during the replace ac surfacing portion of work? Also with the cpacp being performed twice, 1st at a depth of 0.1' and then 2nd at a depth of 0.2'-0.3', the current quantity for cpacp will overrun by 200%. The current detail for "Replace AC Surfacing" conflicts with the cross sections for route 299 & 273.

Inquiry #11: The scope of work cannot be completed within the time frames allowed in the contract (minimum or maximum).
Historically bidders have been required to bid the minimum days to ensure their chances at securing the low bid.

The other two are under roadside sign two post. The high cost of the laminated posts will skew the bid price of the two post roadside signs. please consider a revision to increase the quantity for bid item 158 to 4 each.

Inquiry #15: The State issued Addendum 3 on 10/13/2023. Addendum 3 revised the quantity table on sheet Q-1 for Roadway Excavation and Replace AC Surfacing in the Summary of Roadway Quantities table.
The Summary of Roadway Quantities table directs the bidder to "From Pavement Quantities" or "From Conform Quantities" for the added or change quantities for Roadway Excavation and Replace AC Surfacing.
Addendum 3 did not include revised a Pavement Quantity Table or a revised Conform Quantity Table. These will be required for estimating purposes. Will the State please revised the appropriate tables that correspond with the revised quantities shown in Addendum 3?
