Does this Bid Item include the complete removal of existing chain link fence, posts, framing, etc., while leaving the existing bridge railing in place and replacing the chain link fence with new?

Is the new chain link fence required to be any specific color?

Response #2:(BI#3)-Yes, the Bid Item includes the complete removal of existing chain link fence, posts, framing, etc. The existing bridge railing is to remain in place and replacing the chain link fence with new.

Is this just the removal and replacement of two panels of the existing bridge railing, not the entire length of the bridge railing? Is there a detail showing the length of each panel?

Inquiry #5: Construction Details Sheet C-1 (Section A-A) and Sheet C-2 (Section D-D) point out a 3/4" x 1/8" Steel Bar at each post. Fabricators are asking for more detail on this. What is the intent of the 3/4" x 1/8" steel bar at each post? How is it attached to the post? Does it run the full height of the post?

Inquiry #6: Construction Details Sheet C-1 and C-2 Partial Elevation view point to the bottom two rails and describe them as 2" x 4" x 3/8" steel tube posts. Please confirm this is this a typo. Other cross sections on these plan sheets describe the bottom two rails as 2"x 2" x 3/16" steel tube rail.

Inquiry #7: Bid Item #35 is called "Chain Link Fence (Type CL-7, Vinyl Clad)".

The existing fence @ Marconi is indeed Chain Link Railing Type 7.

There is a big difference between Chain Link Fence (Type CL-7) and Chain Link Railing Type 7.

Please confirm if Bid Item #35 should be Chain Link Railing Type 7 instead.

Inquiry #8: Detail B-B on sheet C-2 shows a PL 1/2x2x4 welded to the HSS 4x2x3/8 column. This is how the railing attaches to the columns. Moving vertically from the top horizontal 2x2 down vertically
There are 4 potential locations where this can happen. IF we number these moving from the top to the bottom 1-4, I assume location 1 wont work because of the welded rings, location 2 makes sense, location 3 makes sense. But the bottom rail is floating by itself, does it need its own tabs and hardware too or will it be connected to the horizontal rail above it, location 3.

Currently as drawn I assume we need 3 attachment tabs on each side of the rail, for a total of 6 tabs and 6 fasteners. Is this accurate?

The intent was for Detail BB to show how the four horizontal 2” x 2” x 3/16” Steel Tube Rails connect to the vertical 2” x 4” x 3/8” Steel Tube Posts.

So worst case, each vertical 2” x 4” x 3/8” Steel Tube Post would get 8 tabs and 8 fasteners.

Bid per the plans.

Inquiry #9: Per Section 12-3.24C Placement, movement, and removal of mobile barrier system must be within a stationary lane closure. Provide a mobile barrier system for the lane closure chart number at the locations shown for the construction activity.
Per that table all cleaning, painting, staining, and anti-graffiti coating activities require a mobile barrier for cleaning, painting, staining, and anti-graffiti coating for G1, G2, G3, and G4 lane closures.
Multiple lane closures and locations with multiple activities will be done during those work items. One barrier system for each activity, for each work item is not practical. The small area within the barrier system will not allow multiple operations to take place which will affect the project completion duration, not to mention cost. Are we to assume that a mobile barrier system is to be used for each work activity within a lane closure described above?

Response #2:(BI#9)-The intent of the Mobile Barrier System is to give workers a barrier of protection within the lane closure.

For Location 1, the Mobile Barrier System could be used during the following work:

For Location 2, the Mobile Barrier System could be used during the following work:

After award, the Low Bidder may need to have discussions with the Area Construction Engineer (ACE) and the Resident Engineer (RE) as to where the Mobile Barrier System will be most effective as protection to workers.

Inquiry #10: On sheet C-23, showing the horse and oak leaf steel motifs, it calls out “powder coated black color ams-std No. 17038”. I have discussed with my powder coater and this color does not exist as powder only as paint. There is a Cardinal Color match Bk-120. Please specify one of the following:

1. Rail is to be painted with “OSHA Black” AMS-STD paint, not powder coated.
2. Rail is to be powder coated black. Please specify exact color and supplier as current spec is for paint.
3. Approve use of BK-120 powder by cardinal paint.

The color for the Aesthetic Railing (galvanized and powder coated) should have been Federal Color FS27038 so that it matches what is existing at Capitol Mall.

Apply Federal Color FS27038 to C-1 (Aesthetic Railing – Location 1) , C-2 (Aesthetic Railing – Location 2), C-22 (Steel Motifs – Marconi Ave OC), and C-23 (Steel Motifs – Marconi Ave OC).
