Inquiry #5: Section A-A and Section B-B on Plan Sheet E-15 & E-30 do not depict the actual structure in these areas. These cross sections are currently depicting a steel curb covering a trough which houses existing conduit and wiring. The actual structure at Sections A-A and B-B appear to have no steel curb & trough. Instead, these areas have transitioned from steel curb & trough to concrete barrier. It is unclear how the existing & new cables are installed in these areas. These details are further referenced on Plan Sheets E-5, E-6, E-20, and E-21.
Sections A-A shown on the Utility plans (U-2 & U-3) are also depicting a structure that is not representative of the actual structure in these areas.
Would Caltrans be able to revise these plan sheets to show the actual cable setup in these areas? We are trying to determine if any of the existing/new cables in these areas are surface mounted to the exterior of the concrete barrier, underside soffit, or if portions are cast into the concrete barrier. These details are not apparent in the as-built drawings we have reviewed. Please advise?

The generators, panels, transformers, circuit breakers, conduit, navigational lighting, and automatic transfer switch are part of the temporary sytem during the transition to the new system (final configuration) at Substation 2. The temporary system will be removed after the new system is installed per Specs Section 87-20.02B. The temporary generator is 150 kW, not 150 kVA.

Response #2:The battery system on Sheet E-134 is for the Outdoor Utility Compartment's power at Substation 1. The sheet title should say “Power Supply (PS) System Wiring Diagram” instead of "FCS Wiring Diagram."

Inquiry #54: E-90 shows some items to be relocated to a “new backpan” and shows “space for backpan” on the left but it is unclear what this backpan is for (other than the two relocated items). It is also not clear if there is enough space in the existing enclosure since the drawing does not show a side view. Please clarify.

Inquiry #55: Spec 87-16.03J Additional Work reads: “Additional work must include debugging and fine-tuning of the current alarms, event alarms, display screens, and all other parameters for the existing SCADA system that must include the existing computers, the existing PLC's and the existing remote I/O and the new fiber optic modems, serial switch and RS-232 to RS-485 converters shown at the Richmond-San Rafael Bridge plans.” Will this be on a T&M basis?

Response #2:All SCADA work is included in the bid items. This "Additional work" is part of the Bid Item 23, SCADA System. Including all work to deliver a functional SCADA system.

Please confirm that the existing SCADA system is a "FUNCTIONAL SYSTEM", if the repairs to the system are NOT being paid for on a force account basis, please quantify the exact quantities of repairs required to make it conform to your standard of "FUNCTIONAL".

Inquiry #57: The Addenda 4 biological report within Species Protection Area-4 states, “Install bird exclusion devices between September 16 to January 31 on top of the substation roof.” Bird exclusion devices are not show within the drawings. Please clarify where and what types of bird exclusion devices are required.

Response #2:The intent is to discourage seagulls from nesting on the sub-station roof. It is up to the Contractor to determine the appropriate location of the bird exclusion devices. There is no requirement for the types of the bird exclusion devices to be used. It is suggested that the use of traffic cones to occupy the space is sufficient.

Inquiry #58: The Addenda 4 biological report within Species Protection Area-5 states, “Avoid excess activity on pier to avoid disturbing seals from February 15 to July 15.” Please define excess activity.

Response #2:Excess activity is defined as non-essential work that is unrelated to keeping the generator re-fueled and maintained and re-conditioning the sub-station. Also, boat access is limited to the ladder that is hidden from the Castro Rocks- northwest side.

Inquiry #59: Good afternoon,
on addenda 4, spec section 87-9.02 was added calling out for outdoor utility compartment fence.
I am unable to locate on any of the plans where this fence will go. It is also not on the bid item list.
please advise.
