Inquiry #3: BWC, primarily due to the specialized pavers and materials used, is intended to be placed on straight freeway or roadway lanes and is not intended for use on ramps that have drop lanes and narrow shoulders. Per guidelines reflected in section 39-2.05A(3)(d), methods for Placing and Compacting reflect that spray paver must pave the tapers, gores and drop lanes prior to the top layer of the through lane, due to the oil being spread directly in front of the head of material being placed. These methods are in conflict and contrary to methods in section 39-2.01C(7), which reflect that the through lane be paved first and the tapers, gores and drop lanes be paved to match. Paving the through lanes first is the best paving practice to meet smoothness requirements. Based on the mechanics and design of the specialized paver, the top layer can not be paved as specified and best paving practices can not be utilized making pavement smoothness requirements unachievable. Will pavement smoothness requirements be waived on the BWC top layer?
