To order a Bid Book, create and log in to your Caltrans Bidding Connect account, then find the project you would like a Bid Book for on the list of projects currently advertised, and select the "Order Bid Book" link from your selected project.

Electronic bidding has begun on selected highway construction projects. Caltrans has chosen the American Association of State Highway and Transportation Officials, Project Bids software as its electronic bidding solution. Bids is integrated with Info Tech’s Bid Express Internet Bidding Service (Bidx) for the submittal of electronic bids through the Internet.

All items are available for downloading. The SSP file names have been DOS formatted. It will be necessary to print the Index or open the individual SSP files to view the date, covers and boilerplates for each as they become available. The Special Provision books are in Microsoft Word (current version) format ONLY. No other file formats are supported.

All contractor representatives who attend bid openings, or will be picking up bidder packages, must have a photo identification with a company name on it to show to the security officer upon entering the building, in compliance with Caltrans security policy. If desired identification is not available, please show driver's license along with an item showing company name on it. Please allow adequate time when submitting bids.

The Department of Transportation has Regionalized Districts 1, 2, 3, 5, 6, 9 and 10.

Districts 1, 2 and 3 are considered the Northern Region with District 3 (Marysville) as the Northern Regional Office. For the Northern Region ONLY contractors must go to the Regional Office to obtain the State Prevailing Wages (Labor Compliance Office), Contact the Construction Duty Senior, Contract Administration, Cross Sections, Encroachment Permits, Determination of Claims.

Districts 5, 6, 9 and 10 are considered the Central Region with District 6 (Fresno) as the Central Regional Office. Central Region Districts will continue to use the same procedures as before until further notice.

Districts 4, 7, 8, 11 and 12 will continue to use the same procedures as before and will not be affected by the Regionalization.All statewide projects will continue to be available in Sacramento, Irvine, Oakland, and the plan rooms located in your area. Plans and specifications will still be available for viewing in the district office where the work is located.
