Inquiry #1: Measure 2.4 of the CDFW permit requires that an Onsite Biologist with Stopwork Authorization be onsite during project activities to ensure avoidance and minimization measures are implemented. Does this requirement only apply to the four Section 14-6.03A listed locations specifying species protection, or at all drainage locations?
