Inquiry #2: Based on our observations during a recent site visit and our review of the geotechnical report which was published as part of Addendum No. 1, there is the likelyhood of unstable source rock in and above the areas to receive protection measures at both Site 1 and Site 2. As such, safety scaling will be required prior to and during the installation of the protection measures. In order to keep workers and the traveling public safe during safety scaling, a full two lane road delay will be required. Can an unlimited amount of 20 minute delays occur throughout operations at each location? Can the requirement stated in Charts K-1 and K-2 (Section 12-4.02C(3)(k)) in the specifications be relaxed so that 51 minute two lane road delays are allowed during scaling operations to ensure safety of the traveling public?

Inquiry #3: Are the 51-minute and 74-minute lane closure delays (up to 5 times at each location) for scaling and helicopter and/or blasting operations as stated in Charts K1 and K2 (Section 12-4.02C(3)(k) individual delays or a number of days that those delays can occur? If they are individual delays then there is not enough time allowed based solely on the number of rolls of mesh and anticipated helicopter round-trip times.
