Inquiry #1: Please review sheet 84, EQ-1. The quantities appear to be overstated, E-1 has Qty-1 "Portable Traffic Signal with Lighting". E-2 has Qty-1 "Portable Traffic Signal with Lighting". Each Plan sheet has 1 "Limit Line" Not 2 each as noted. As a matter of fact the entire Electrical quantities appears to be double of what is in fact reflected and needed per electrical plan sheets, please review and amend. Thanks.

Inquiry #2: Reference is made to Section C-C on plan sheet 128. This section indicates that lean concrete shall be formed and poured around soldier piles, for elevations above OG. What is to purpose of this? It appears to be very small, and very expensive detailed work for no benefit, as lean concrete has very little strength. This same detail is not shown at the 2-C15x50 piles. Is this work only to be performed at the W14x109?

Inquiry #6: Please clarify the scope of work for Bid Item 29, Temporary Creek Diversion Systems. There are no conceptual plans for this work as is typically provided. Is this Bid Item provided to address diversion of creek flows on an as needed basis for the installation of the storm drainage culverts? Is there information available relative to what the permitting agencies will allow for this work?

Inquiry #10: Regarding the double chanel soldier pile stay plates, in the interest of project cost and time savings, will CalTrans allow either of the following options:
1. Stay Plate placement per Ground Anchor Detail with 10' on center spacing of the additional stay plates
2. Stay Plate placement per Ground Anchor Detail with more plates as necessary for pile stability

Inquiry #11: We request a postponement to this bid by at least one month. The current fire danger taking place within the HWY 70 corridor is of concern to us as a interested bidding contractor. There is currently no access to the project site for a contractor walk through or a thorough examination of the project site. In order to be competitive on this project and bid the work properly, we would ask Caltrans to seriously consider a bid postponement for this project.

Inquiry #12: Due to present fires in the HWY 70 area. Please advise and clarify that all the fire damage for the surrounding trees and roads within the project limit will be cleared before starting construction on this project. Please consider that the fire damage to the project limits will affect bid items and create safety hazards to the public, our construction staff, crews and potential subcontractors. How will the fire damage within the project limits be addressed prior to starting construction?

Inquiry #14: The construction stages notes and plan sheets seem to be lacking details for Stage 3. Please clarify the Department vision for stage 3 construction or is there a temporary traffic handling plan the Department may provide for Stage. Is the intent for the contractor to use a one-way reversing traffic control 24/7 during the construction of stage 3? Reference plan sheets SC-1 to SC-3.

Inquiry #15: Plan sheet L-9 shows a begin conform at STA 29+25 and plan sheet L-11 shows end conform at STA 59-50. Plan sheet E-1 shows the Portable Traffic Signal (PTS) located at STA 33+10 and on sheet E-3 is located at STA 60+50. Is it possible to relocate the PTSs at location 7 to ensure the signals are located outside of Location 7 work limits?

Inquiry #16: Plan sheet X-2, Section "A1" 33+56.01 TO 36+05.00 shows the existing slope section at the retaining wall location consists of 2.5' exist concrete + 5.0' exist 2TON RSP + 3.0' exist 1/4TON RSP. Please verify the existing RSP is 10.5' thick and if the existing RSP covered with concrete.

Response #1:(BI#16)-The existing slope section consists of 5.0' 2ton RSP on top of 3.0' 1/4ton RSP. The top layer of RSP includes concrete with an approximated penetration depth of 2.5'. The total section is approximately 8.0' thick.

Inquiry #24: Can you please clarify your response to inquiry No. 23. From what I can see on the Caltrans road reports is that the entire project limits are closed to access. Are we allowed to access from the Quincy side of 70?

Response #1:(BI#24)-Potential bidders can access the entire job site from the north via SR-89 at the Greenville Wye and will be allowed past the road closure checkpoint at the SR-70/SR-89 junction, similar to a local resident. State road reports and maps will continue to show the road closed to the general public until the slide at 02-PLU-70-PM-0.05 is removed. Staff at the checkpoint have been told to allow contractors through to inspect the work for EA 02-4H440 improvements. Bids will be opened as planned on November 18, 2021.

Inquiry #25: Are any lane closures allowed for Location 7 in 2022? The lane closure charts call out one closure for 2021, but don't really say anything about 2022.
