Inquiry #1: The Geotech Report anticipates Non-rippable rock to be encountered within the project excavations. Will a rock excavation pay item be added to the bid Items?

Inquiry #2: Is blasting anticipated for this project?
If so, under what Blasting Specifications?
Blasting, Blasting W/Pre-split, Controlled Blasting or Controlled Blasting W/Pre-Split?

If Pre-split is anticipated, what pay item will it be paid under per section 19-4.02D?

Inquiry #3: Figure 8 of the Geotech. Design Report shows an approximate relocation of the fiber optic line bored under the new roadway/catchment cut. This appears to put the fiber optic cable in a unique Near Field situation. Will this eliminate the potential for blasting as an option? If Not: 1. Will this project require a blasting consultant?
2. What vibration restrictions will apply?
3. How will vibration be monitored at the fiber Line?

Inquiry #5: "For a stationary one-way-reversing traffic-control lane closure, you may stop traffic in 1 direction for periods not to exceed 7 minutes when on paved surface and 12 minutes when on unpaved." Section 12-4.02C

With the amount of traffic on 299 I don't see how this project is possible to complete in 110 working days with a 7 minute traffic cycle. Was there a traffic survey done to determine this traffic cycle time? Is it available?

Inquiry submitted 06/07/2022

Response #1:(BI#5)-Your inquiry has been received and is being reviewed.

Response #2:(BI#5)-Bid per current bidding documents.

Inquiry #6: Can bidder's assume, based on responses to questions 1, 2, 3 by posting Addendum 1 that Caltran's relocation of the fiber optic line for this project, protects the line from the anticipated rock excavation and blasting efforts required? Can bidders assume that Caltrans anticipates a blasting operation under the 19-4.03 Blasting? Should bidders assume standard patterns and loads based on slope geometry and not based on the fiber line at an undefined location?
Inquiry submitted 06/08/2022

Response #1:(BI#6)-Your inquiry has been received and is being reviewed.
