Inquiry #1: In the project plans sheet 98, Erosion Control at Electrical Components, the erosion control is reference to Sheet No. E-1 thru E-78. These sheets are missing from the plans. Can you supply the missing sheets.

Requesting Clarification on Project Drawings


K S Telecom, Inc. (KST) is requesting connection clarifications for discrepancies noted in the project drawings. Questions as follows:

1.) Drawing E-8, 308+50. Project note #1 indicates (2) 12-strand fiber cables and (1) 1-144 strand fiber cable, however, it appears that this run is only a single 144-strand cable. Please confirm.
2.) Drawing E-25, 495+00. Drawing indicates a new vault. What happens here? Splice point, pass through or other?
3.) Drawing E-26 503+90. Drawing indicates a new vault. What happens here? Splice point, pass through or other?
4.) Drawing E-28, 542+30. Note #4 indicates a 48-strand fiber cable be added, but a 12 strand fiber is indicated in the fiber pathway leading to this location. Please clarify.
5.) Drawing E-39, 689+50. Drawing indicates a new vault. What happens here? Splice point, pass through or other?
6.) Drawing E-40, 705+50. Drawing indicates a new vault. What happens here? Splice point, pass through or other?
7.) Drawing E48, 144+00. Project note # 3 indicates (1) 144-strand and (1) 12-strand fiber cable. However, the 12-strand does not go further than that small section. If a 12-strand is to be included, where does it go? Please clarify.
8.) Drawing E-61, 301+00 and 303+50 both have a note #10. Both note 10’s vary in description from a single 48-strand and a (2) 12-strand fiber cables respectively. Please clarify.
9.) Drawing E-70, 424+50. Both notes in this area (Notes # 2 and # 9) indicate (3) 144-strand and (1) 12-strand fiber cables. However, the rest of the drawing would seem to indicate from continuation pathways that it should be (2) 144-strand cables and (2) 12-strand fiber cables. Please clarify.
10.) Drawing E-72, 445+50. Notes #1 and #3 at this location indicate (1) 144-
strand fiber cable, but continuation pathways on the drawings would
indicate (1) 12-strand fiber cable. Please clarify.
11.) Drawing E-73 464+00. An existing vault is shown here, and no fiber is
indicated beyond that vault. What happens here? Splice point, pass
through, splice to existing fiber or other? Please clarify.
12.) Drawing E-74, 476+50. A new pull box is shown here, and no fiber is
indicated up to that pull box. What happens here? Splice point, pass
through, splice to existing fiber or other? Please clarify.
13.) Drawing E-75, 477+50. An existing vault is shown here, with a (1) new 12-
strand fiber cable on either side of that vault. What happens here? Splice
point, pass through, splice to existing fiber or other? Please clarify.
14.) Drawing E-77, 508+00. There is an existing vault at this location, which
appear to be the origination point for (6) x 12-strand fiber cables with no
apparent feed cable source. What happens here? Splice point, pass
through, splice to existing fiber or other? Please clarify.
15.) Drawing E-78, 514+50. There is an existing vault at this location, which
appear to be the origination point for (1) x 12-strand and (1) 48-strand fiber cable with no apparent feed cable source. What happens here? Splice
point, pass through, splice to existing fiber or other? Please clarify.
16.) Drawing ED-16, note # 2 indicates that the 144-strand splices to the existing
96-strand on Drawing E-35, 464+00. Project drawing E-35 has no existing
vault and covers the area from 628+50 to 641+50. Please clarify.

Inquiry #5: 150 Day Timeline Contingencies and Extenuating Circumstances

*KST will be installing fiber optic cable if awarded the project and acknowledges that this is a 150-day timeline project and that we are typically the last trade onsite. KST will need ample time to complete our scope of the project. KST will have the following extenuating circumstances in conjunction with the fiber installation.

**Vendors have indicated through the quoting process, that there is a minimum of 10-week lead time on the fiber cabling once ordered. This could change and be extended based on manufacturer supply and demand. Once the PO/Contract is received, KST will order the fiber cable. 10 weeks to manufacture, 1 week typically to ship to shop and 1 week to pre-test (Reel test) the fiber cabling and 1 week to pre-test (Reel test) the fiber cabling onsite before KST can begin installing the fiber cabling. KST will consider this 13-week delay outside of the 150-day project timeline at a minimum.

*** At Day 30 into the project timeline KST will need to start installing our fiber cabling in the new and existing pathways. Cable pulling must be started at 30 days into the project in order to meet the project completion timeline. This will allow sufficient time for the pulling crew to get ahead of the splicing crew that will follow on day 40. Splicing will be started after the first complete runs between splice vaults and the lateral runs affected by those splice vaults are pulled in.

****Due to the complexity of the pathways, pulling pathways must be continuous segments between splice vaults. Noncontinous pathway and incomplete splice vaults do not allow us to pull any cabling at all.

*****Pulling and splicing crews will need the other trades far enough ahead that we can continue working at a steady pace.

Inquiry #7: This project should realistically have 40 work days added since certain items of work can not overlap and current lead times have been extended, another contractor voiced their concern over the work days and most contractors including subs that will be bidding the project with me have also voiced concern over the work days on project. The work sequencing will not allow splicing and testing to begin until all cable is placed. I also have seen a request for review of the splicing which i would of submitted myself and the answer has not come back yet with 6 days to go until bid. Will Caltrans please review the plans, specs and check with suppliers to confirm days are needed to be added to project because many of the subs im working with are voicing the same concern. Also will caltrans push the bid date back 1 week after splicing review and irrigation plans are submitted?

Inquiry #9: SHEET ED-21, NOTES 10-11 and SHEET ED-22, NOTES 9-10: These notes specify a qty of fiber patch cords for each element type. The total count for these patch cords is significantly different than the qtys provided in SHEETS EQ-1 thru EQ-4. Please clarify which quantities are to be quoted.

Inquiry #10: At the intended (Straight - Splice) locations, is Caltrans wanting the (full) 144ct-FOC's to be spliced straight through, including (Dark) fibers? If so, what are the expectations on testing the (Dark) fibers, if they don't land in a Termination Panel?

(#10)- At the straight-splice locations, CALTRANS wants all 144ct-FOC's to be spliced straight through. This includes all unused (Dark) tubes and fibers. CALTRANS expects testing on the entire length of spliced fiber to ensure that it all spliced strands remain within loss parameters as outlined in the specifications for project contract 03-0H5404. These tests must be completed whether the ends of the fiber strands ultimately land at a termination panel or not.

No, it does not require specific testing of backflow preventer assemblies by a certified individual as it pertains to scope of work for CHECK AND TEST EXISTING IRRIGATION FACILITIES (Item No. 25). This is not to be confused with recurring testing requirements pursuant to the State of California or any County, City or Water Agency's laws, ordinances or requirements.
