Inquiry #1: What is the extent of the cold plane and overlay? There are notes at each end of the project identifying the beginning and the end but nothing in between such as at the bridge gap. I suspect that they may want to cold plane and overlay this gap. The quantities for cold plane only cover the distance between the actual widening, not anything beyond. Also at 1st glance the OFGA for the existing overlay doesn’t seem to be included in the summary of quantity table, the math seems to indicate it is only covering the widening portion.

Inquiry #2: Is SEG included in structural section 3. SEG is shown in the summary of quantity tables at all locations but only in structural section 2 of the typical cross sections.

Inquiry #3: Is this job to be winter work, or spring work? What is the anticipated start date? We saw a BidGrid Bid Alert stating the estimated start date is 12/1/21. Please confirm.

Inquiry #4: This project requires a Storm Water Pollution Prevention Plan (SWPPP). Bid List Item No. 16 RAIN EVENT ACTION REPORT, calls for 2 EA, Bid List Item No. 17 STORM WATER SAMPLING AND ANALYSIS DAY, calls for 3 EA. That only estimates 5 Stormwater Inspections for the project. SWPPPs require a minimum of one Stormwater inspeciton per week. There are 80 working Days estimated for this project (16 weeks). Shouldn't there be at least 16 Storm Water Inspections on the List of Bid Items?

Inquiry #5: Sheet C-6 shows the DPPIA area. The Type 1 and Type 2 erosion control are covered in their own Items. Where is the excavation and grading of this infiltration area covered? This would cause an overrun to the roadway excavation item if to be included there.

Inquiry #6: What is the cause of the RSP excavation of 2,874cy shown on the earthwork quantity table on sheet Q-1, to be “unsuitable”?

Response #1:(BI#6)-This area is close to wetlands, and this material is expected to have organic matter that makes it unsuitable for construction of embankment on top of it. Bid per current bid documents.
