Inquiry #1: Special Provision document p. 40 states that the requirement for monitoring and surveys for Giant Garter Snake require a biologist with a current MOU with CDFW for Giant Garter Snake. Based on the information on Giant Garter Snake survey requirements from the Biological Opinion, there is no need for trapping surveys, protocol surveys, or handling. Take for pre-construction surveys involving trapping would need to be specifically authorized under the Biological Opinion (which it is not), and the 1600 does not authorize take under CESA. This take is not permitted for the project as it stands, nor do trapping surveys seem necessary – as such, is the MOU requirement necessary?

Inquiry #3: Item 35 Asbestos Compliance Plan, does the required plan include the abatement costs of any found asbestos? Or just a work plan of an unknown?

Inquiry #4: The typical cross sections indicate a 0' to 0.40' variable lift HMA under a uniform 0.20' HMA lift. It is not possible to accurately estimate the variable lift tons other than subtracting the uniform lifts from the total. In addition any variable lift work less than 0.10' will have to be 3/8" mix vs. 1/2". Please consider adding an HMA Leveling item as the cost of the variable lift will greatly skew the cost of the HMA Type A.

Inquiry #5: The CA High Design Manual Section 850-34 dated December 30th, 2015 warns against specifying plastic pipe in areas with a potential for fire. This project lists Alternative Pipe Culvert in the Bid Schedule. Will Caltrans still allow for plastic pipe to be used on this project?

Inquiry #7: Regarding Bid Item 36 Asbestos Survey and Sampling and Analysis Report: 1) Can we assume this applies to just the bridge, as detailed in Section 14–11.16 of the Specs? 2) No bid item for an Asbestos Removal Work Plan? 3) Typically, a lead and asbestos report has already been done prior to the bid and is available in the IH, but in this case it is a part of the bid?

Bridge number 18-0003 must be surveyed, sampled, analyzed, and managed. The Asbestos Survey and Sampling must be conducted by the contractor and is part of the bid package for this project, therefore an Asbestos Removal Work Plan is not provided.

Inquiry #14: What is the purpose of requiring a Giant Garter Snake Memorandum of Understanding (MOU) when no protocols are provided in the specifications?

Response #1:
(#14)-The protocols for giant garter snake (GGS) are included in the biologist's memorandum of understanding (MOU) issued by California Dept of Fish and Wildlife (CDFW). As an MOU holder they should be well versed in all protocols related to GGS and their handling.

Furthermore, the MOU is required by our incidental take permit (ITP), which requires relocation when necessary by the project designated biologist. For clarification, the MOU is for handling only, 2081(a), and is not a scientific collecting permit. More information about the MOU can be found on the CDFW website page for CESA permits. We will not have any trapping on our project, but if a snake is found on site, it will need to be relocated to a safe off site location.
