Inquiry #1: The Special Provisions specifically state that no DVBE Contract goal is established for the project. However Caltrans’ website states that “DVBE participation incentive up to $250,000” for this project. Please confirm if there is an incentive for DVBE participation for this project and if there is, what percentage goal is required in order to receive this incentive.

Inquiry #2: On page 15 of the project specifications, in section " Add to the end of section 12-4.02C(7)(b) of the RSS for section 12:" it states " The maximum length of a single stationary one-way-reversing traffic-control lane closure is 1 mile between flaggers". To optimize the production of AC Milling, PDR & Paving operations would it be acceptable to extend the allowable closure length to 2 miles? Any closure shorter than 2 miles would greatly interfere with daily productions for the above mentioned activities.

Inquiry #3: Per section 39-3.04A on page 49 of the project specifications it states that you must "schedule cold planning activities such that not more than 7 days has elapsed between the time the pavement is cold planned and the HMA is placed". Also per section 30-5.03G on page 35 of the project specifications it states " HMA layer must be placed within 15 days of completion of the PDR layer." Can the agency please verify that traffic will be allowed on the milled surfaces until the PDR operations are completed and that the time frame for the HMA layer to be placed is 15 days from the completion of the PDR layer and not the 7 days after milling activities.

Inquiry #4: The typical cross section shown on Sheet X-1 shows the 0.15' cold plane and overlay extending to the edge of pavement. There are locations along this section of highway where the existing edge of pavement and AC dike is underneath the existing guardrailing. In these locations how will the cold plane and overlay terminate? Will the grind terminate 1' away from guard railing to provide a safe distance for the milling operation? If the guardrailing is to be removed and replaced please provide bid items for the removal and reinstalling of the guardrailing. Additionally, please provide guidance to protect traveling public and construction workers from steep slopes, such as temporary Type K barrier railing.

Inquiry #5: Spec section 30-5.03 on page 35 states that "HMA layer must be place within 15 days of completion of the PDR layer." However on page 49 states "Replace the 3rd paragraph of section 39-3.04A with: Schedule cold planning activities such that not more than 7 days has elapsed between the time the pavement is cold planed and the HMA is placed."
Please extend the time for both to 15 days to match since the cold planning will precede the PDR operation.

Inquiry #6: Reference Spec Section 12-4.02C(7)(b) on page 15 of Special Provisions. Paragraph 1 states that not more than 2 stationary lane closures are allowed in each direction of travel at one time. Paragraph 4 states that not more than 1 closure is allowed in the first sentence and the second sentence notes that concurrent closures in the same direction are allowed as long as the spacing is at least 2 miles. Please confirm that 2 stationary closures are allowed in the same direction at one time.

Inquiry #7: The Partial Depth Recycling specification allows foamed asphalt and emulsified asphalt binder types. However, bid item 15 description calls for Partial Depth Recycling (Emulsified Asphalt), and the recycling agent and cement volumes appear to be calculated based on emulsified asphalt. Please clarify whether or not foamed asphalt will be allowed to be used in lieu of Emulsified Asphalt.
