Inquiry #2: On Sheet X-1 the existing section is said to be .20' - 1.00' of AC and 0.00' - 1.00' of AB. Is it possible for Cal Trans to narrow these down a little bit? The means of construction for Bid Item 16 Roadway Excavation drastically changes (Cold Mill Operations vs Earthwork Operations) based on Existing AC structural sections. If additional information is not provided it is nearly impossible to have uniformly representative bids.

Inquiry #3: Section 7-1.02K(6)(j)(iii) Unregulated Earth Material Containing Lead states that the RWQCB has jurisdiction over reuse of this material at locations outside the jobsite limits. Without a location given as to where the contractor should anticipate taking this material it is impossible to accurately price this work.

Inquiry #4: THD-1 shows the use of a typical lane closure with reversible control and speed reduction and sheet E-1 shows the use of portable signal systems. Can Caltrans please clarify what the intent of sheet E-1 is?

It is anticipated that a portable signal system will be needed. Sheet E-1 provides a layout for that system.

It is also anticipated that a lane closure with flagging will be needed at times by the contractor. Sheet THD-1 provides the parameters for that type of closure.

Inquiry #5: The HMA Detail Provided on X-1 shows 1.00' of HMA placed in 3 lifts. Caltrans Standard Specifications only allow a max lift thickness of 0.25'. Is it Caltrans intent to place the HMA in three lifts? If so, please issue a special provision to accommodate this detail.

Inquiry #7: On sheet Q-1 under the roadway quantities table it shows a quantity for "Treatment BMP" HMA-O. Please clarify exactly what this is for?

(#7)-For this project, the HMA-O itself is considered to be the Treatment BMP. The column that the bidder is asking about indicates the area covered by the treatment BMP (the HMA-O) and is not a separate bid item.

Inquiry #10: Would the State please consider using PCC or a composite pavement section alternative be provided for bidding purposes. We feel the life of the product would be better for the State and also save money.

Inquiry #11: Sheet X-1 shows that existing structural section is Var. 0.20'-1.00' AC and Var. 0.00' - 1.00' AB. Is it correct to interpret this that there is a minimum 1.00' existing structural section of combined AB and AC or only that there is a guaranteed minimum 0.20' existing section?

The existing structural section is based on the best information available as shown on nearby as-built plans. Based on as-built plans the minimum AC thickness is 0.2'. It is not guaranteed that the minimum structural section is 1 foot.

Inquiry #13: Reference is made to section 12-3.35 of the special provisions. Will the Department please specify how many detection devices and PCMS will be needed to satisfy the specifications for the AWIS? While it's clear what the system needs to do, there is no information on quantities of the euquipment.
