Yes, temporary rock pad and trestle/platform may be placed for Mokelumne River Bridge retrofit location only and U.S. Coast Permit Clearance requirements must be met. No temporary steel pipe piles may be driven in bed, bank or channel of Mokelumne River. It is acceptable to place temporary sheet piles by vibratory means in riverbed, but not the levee.

Sac 160/ Sacramento River/ Paintersville Bridge (Bridge No. 24-0053):
No temporary trestle and/or platforms are allowed at Paintersville Bridge. Only temporary barges may be used to build a temporary construction platform and U.S. Coast Permit Clearance requirements must be met. No temporary piles may be driven in bank or channel of Sacramento River.

Inquiry #15: Sheet 35 shows the FRP casing details. Is the total height of the column retrofit 6'-0" (except for bent 3) or is the height of the column retrofit 4'-0" (N1 layers) + 2'-0" (transition) + height to ground line (N1 layers)?

If the total height of the column retrofit 6'-0" then please explain how to detail the transition from N1 to N2 layers in a 24" height when note 12 states that the minimum width of each FRP wrap is 24"? It appears the transition will be a step from N1 to N2 layers. Please clarify.

Inquiry #16: The Asbestos and Lead-Containing Paint Survey Report provided in the Informational Handout states no paint samples were taken to identify Lead Containing Paint. The recommendation is that existing signage and traffic striping be treated as lead-containing for purposes of the project, and safety/design/handling to be included of LCP be in bidders pricing. For the signage and traffic striping LCP efforts, what bid items shall those costs be included in?

Also, the report does not state locations or survey results taken from the Paintersville Bridge where structural steel rehab is to be performed on the project. Shall bidders assume the Paintersville bridge has lead containing paint? Shall bidders included complete Cal/OSHA compliance for isolating, containing, and handling prior to and during the rehabilitation work? Have the permitting agencies been notified of the potential lead based paint mitigation work over water? What bid items do contractors include the costs, which may be significant, for the LCP mitigation efforts on the Paintersville Bridge?

Inquiry #17: Section 49-3.01B(2) Mass Concrete. The specification states CIP concrete piles greater than 8 feet are Mass Concrete. The CIDH shafts on the Paintersville Bridge, below the steel casing, are 96" diameter. Please confirm they are not to be considered Mass Concrete.
Also, the project contains zones of CIDH sections greater than 8 feet, the 108" zone encased in a permanent steel casing. Subgrade concrete is not typically considered mass concrete due to subgrade installation and the casing protection protects from thermal cracking exposure, these areas are fully cased in this zone. Will the 108" zone be considered mass concrete per the specifications.
Is temperature control plan required for the CIDH concrete? Will a previously approved Caltrans shaft mix qualify, or is a new mix design and testing required? Should contractors plan for cooling pipes? If temperature monitoring devices are required for the shafts, where should they be located? What bid item shall contractors put the price of mix designs, thermal control plans, and related mass concrete efforts in?
If the 108" zone is mass concrete, is there an optional construction joint bidders can utilize to install normal concrete in the 96" shaft at the bottom of the permanent casing, and then convert to the mass concrete?

Inquiry #26: For the Paintersville Bridge large shaft foundations, the permits discuss and allow a Barge with driven pile to keep the barge in place yet allow for water level fluctuations, described like a normal spud barge but with driven pile instead of gravity set pile. The permanent steel casing will be driven using vibrator and impact hammers (or other) and the CIDH work requires drilling methods. Regardless of how the foundations are installed, whether performed using a drill under slurry or a rotator/oscillator system, in order to construct these shafts it will require a template platform over the hole using driven pile to support the permanent casing for elevation and alignment. Will a fixed platform be allowed over the shafts for the Paintersville Bridge?

Inquiry #27: Bid item 84, Isolation casings for North Sacramento UC need to be installed on the existing structure. The special provision for this work on page 69 calls for corrugated steel pipe complying with Standard Specification 66. It is not practical to split corrugated pipe and splice it in the field because the residual stresses in the spiral pipe will twist the halves when cut. No detail is provided on the plans to do this either. The proper way to supply casings for field assembly is with plate pipe per Standard Specification 67. The minimum diameter of plate pipe is 5'-0". Please revise plans and special provisions for this item.

Inquiry #30: Special Provision 10-1.03 states "No in-water work is allowed at Mokelumne River Bridge ESL from October 16 to July 14. No in-water work is allowed at Paintersville Bridge ESL from November 1 to June 30". This is in agreement of the Caltrans Structural Engineer determination.

In the Information Handout Exhibit A, a letter from Fish and Wildlife Service (Oct 06, 2016, pg 2) states "The National Marine Fisheries Service (NMFS) recommended in-water work for avoiding effects to listed salmonids and green sturgeon in the project action area segments of the Mokelumne River and Sacramento River is between July 1 and September 30th. The Service's recommended in-water work window for minimizing effects to delta smelt tin the project action area segments of the Mokelumne River and Sacramento River is between August 1st and November 30th." Based off this language and if we must apply both standards for salmonids and delta smelt, by following the most stringent dates and complying with all the permit language, in-water work for both bridges is only allowed between August 1st to September 30th. Contrary to the Caltrans Structural Engineer determination of 60 working days over 3 months, the contractor has approximately 40 days over 2 months to complete this work.

Does the special provision take precedence over the language in the Fish and Wildlife Service letter (Oct 06 2016)?

Inquiry #31: Bid item 85, Miscellaneous Metal (Bridge) includes replacing existing walkway planks with aluminum grating per Special Provision 75-3.
The spec calls for .08" thick aluminum x 10 diamond grating. Aluminum grating is made with a maximum width of 5 diamonds with .08" material and 8 diamonds with .100" material. Neither product will span the same span as the existing wood planks. No steel plank will span this distance either. Please advise how to bid.

Inquiry #32: Special Provision 8-1.04C states job site activities cannot start prior to the 55th day after contract approval with exceptions. Is this Calendar Days?
Assuming the project bids on August 1st, and there is a minimum 10 day award period, the 55th day after contract approval is October 14th. This date is outside the permitted In-water work windows meaning no in-water work on either Bridge will occur until August of 2020. Further, this date is past the garter snake window where No ground disturbance can occur, meaning the Mokelumne Bridge work cannot begin until May 1, 2020. Please confirm these assumptions and that in-water work for both bridges cannot start until August 2020, and Mokelumne Bridge work cannot begin until May1, 2020.

Inquiry #33: Bid Item 85, Miscellaneous Metal (Bridge) includes high strength threaded rods per Special Provision 75-3.01A. This occurs at the Paintersville Bridge. Plan sheet 57 of 105 specifies that all HS Rods shall have 150ksi yield strength.
1. What is the specification required for the HS rod? A722 material has 150ksi tensile strength and 120ksi yield strength.
2. What coating is required for this material? Miscellaneous Metal is normally galvanized under Std. Spec. Section 75, but there is a history of problems (embrittlement) galvanizing material of this high strength.
3. On plan sheets 61 thru 63, the HS rods are called out as 1-1/2" diameter. A722 threaded bars are made in 1-3/8" and 1-3/4" sizes only. What size is required?
4. Are the 1" HS rods on plan sheet 70 of 105 intended to be this same material and coating and supplied under Miscellaneous Metal (Bridge)?

Inquiry #36: The Railroad Relations and Insurance Requirements document identifies designated full time onsite Safety and Quality Control personnel on the project. Please confirm these requirements are only needed while working within the RR right of way and not continuously throughout the entire project.
The document also states all RR flagging must be provided by contractor at contractor's sole cost and expense. Contractor's generally do not provide RR flagging, this comes from the RR company. If this is intended to mean the contractor shall pay for all flagging, is there a agreed on flagging rate provided to Caltrans for RR flagging in order for bidders to quantify this cost?

Inquiry #39: SP 12-3.11C(3) requires project funding signs installed within 5 days of contract approval. 82-3.02D(4)c requires 14 days after treating wood before applying waterproofing to laminated box posts. 82.3.01C(2) requires METS 3 weeks before waterproofing can be applied to laminated box posts. 82-3.01D(3) requires 30 days for Department's inspection after laminated box posts delivery to site. Can project funding signs be installed 3 months after project approval to allow laminated box post fabrication and approval durations specified?

Special Provision requirements under section 82-3, for laminated wood box posts, must be met by the fabricator prior to their delivery to the job site.

Inquiry #40: Paintersville Bridge. 1. There is an allowable 60 day full closure for the Painterville Bridge. Please verify this is for marine traffic as well. 2. Is there an available marine bridge lift schedule? how often does the bridge lift for marine traffic?

Inquiry #41: Sheet 36 of the plans (regarding the test pile); the detail called Pile Load Test Setup, specifies a pile tip elevation of negative 148.00. With a 10' soil plug this test pile will have to be drilled to elevation negative 138. The production piles only require to be drilled to elevation negative 67. Please confirm that the test pile elevation of negative 148 and drilling depth of negative 138 are correct.
