Inquiry #5: With the Cold plane operation following the 2018 Standard specification for placing back HMA in the same shift and this job having Segment Corrections as well.

It seems to only make sense to perform the Segment Correction Item after the cold operation for smoothness. This will not be possible if the .20 RHMA-G is to be placed back in the same shift.

Construction Detai C-2, Embankment Confinement System Detail A , states the contractor is to furnish and install the following, Top-soil covered by a welded wire reinforcement panel with wire form ties, next a RECP Netting ( Type A ) covers the face of the Welded Wire Reinforcement Panel and is attached using Steel Rings followed by Double Twisted Hexagonal Wire Mesh.

The question being:
A. Summary of Quantity Sheet Q2 , Embankment Confinement system has no Quantities for the welded , wire or Double Twisted Wire Reinforcement Panel. What is the method for measurement and payment?

B. Does the Double Twist Wire require PVC coating or is plain galvanized sufficient?

C. Are the ties and steel rings plain uncoated steel , galvanized or stainless?

Inquiry #9: Project Specification section 48-5.01D(2) mentions the need for displacement monitoring during jacking activities. Can you provide some more specific details about this? Where will this be required and what will the spacing be for the monitoring points? What are the thresholds for displacement?

Inquiry #10: The ECS table on Sheet Q-2 says that the 2526.1 CY for the ECS system does not have a separate bid item. Yet there is Bid Item #87 for the ECS system with a quantity of 2530 CY. The Special Provisions under 72-15.04 "Payment" says "not used". And there is also a non-pay Embankment quantity of 2460 CY listed in the table that is also transferred to the Earthwork Summary on Sheet Q-1. The Earthwork Summary table says there is 1355.3 CY of roadway excavation and 3882.2 CY of total embankment. Is Caltrans including the construction of the ECS system in the Roadway Excavation bid item? If so, what is Bid Item #87 used for? Please clarify.

Response #2:No, Caltrans in not including Roadway Excavation Item in the Embankment Confinement System (ECS) Item. The ECS is expected to be import (unless the roadway ex material is proven suitable for the ECS material). So they are totally different and separate scopes, means and methods.

Inquiry #16: The hook dowels for the ECS are noted as needing to comply with Section 52. Does this mean they are to be epoxy coated for this project?

Response #2:No. Dowels are mentioned once in Section 52-1.04 PAYMENT and is referenced to" Bridge" work and therefore would be epoxy, but since this is not "Bridge" work, the dowels are not epoxy. The dowels and nelson studs welded to the piles must be mild steel to be "weldable" as epoxy bar is not weldable due to the coating. Sheet 121 of the Structural Drawings only refers to rebar / reinforcing rod to be epoxy coated in the walers. The ECS dowels are not epoxy coated.
